Welcome to the Materiel and Asset Management Directorate (MAMD)
The Materiel and Asset Management Directorate or MAMD is a central authority within Indigenous Services Canada or ISC responsible for overseeing the efficient, sustainable and accountable management of departmental assets. Its role is to establish a clear strategic framework to guide activities related to materiel, assets, fleet, investment projects, and greening initiatives, in accordance with Treasury Board Secretariat or TBS requirements.
Who we are
Reporting to the Chief Financial Officer (CFO), MAMD exercises functional authority delegated by the Deputy Minister (DM). It develops and issues departmental policies, directives and operational instruments in key areas related to the management of physical and real property assets. MAMD acts as a strategic hub aligning operational needs with federal planning, procurement, and investment frameworks.
Our mission
To provide ISC employees and managers with a clear, consistent and adaptive framework for managing departmental resources, while promoting compliance, efficiency, transparency and innovation across all sectors and regions of the department.
What we do
- Develop departmental policies related to materiel, inventory, real property, fleet and capital investment projects.
- Delegate and oversee functional authorities within these areas to sectors and senior officials, with DM approval.
- Publish support tools (manuals, guides, instructions) to assist employees in their daily responsibilities.
- Collaborate with internal partners to ensure consistency and integration of departmental practices.
- Monitor policy implementation and recommend updates in line with evolving departmental and central agency priorities.
Areas of responsibility
MAMD is responsible for coordinating the following activities across the department:
- Investment planning and asset management
- Acquisition card
- Relocation services
- Acquisition, maintenance and disposal of assets
- Inventory control and asset write-offs
- Real property management
- Project and infrastructure program management
- Fleet management (vehicles, marine vessels, unmanned aerial systems)
- Asset insurance
- Integration of sustainable development principles in asset management
- Support for departmental procurement processes
How our strategic framework works
MAMD's strategic framework is based on structured delegation of functional authority. The Deputy Minister assigns the CFRDO responsibility for developing and enforcing policies in the areas listed above. Other assistant deputy ministers or senior officials may obtain authority to develop policies in these areas, provided they consult the CFRDO and receive formal approval.
Regional procedures may be published locally as long as they do not contradict departmental or central agency policies.
All policies must be reviewed every 3 to 5 years, and all functional domains must undergo a full review every 5 years to ensure continued relevance.

Key principles to apply across the department:
- Plan asset acquisitions based on actual operational needs
- Document and record all asset movements or changes
- Use approved departmental tracking tools (SAP, inventory, authorized forms)
- Promote reuse, repair or recycling whenever feasible
- Consult MAMD for any initiative involving assets, fleet or real property projects
