ISC - Material & Assets Management Directorate

The Material and Asset Management Directorate (MAMD) is responsible for the efficient and sustainable management of the department's movable assets, furniture, equipment, and vehicles. Our team ensures that material resources are administered in compliance with Treasury Board policies and directives, while supporting the operational needs of departmental sectors.
Our mandate is to ensure optimal management of the asset lifecycle—from acquisition to disposal—including their use, maintenance, and inventory. We implement responsible management practices that promote sustainability, compliance, and efficiency.
Our Services:
Environmental Management
- Lead the departmental implementation of Green Procurement and related targets, and report on progress in achieving these objectives.
- Lead employee engagement activities on environmental awareness, including organizing departmental events related to greening government operations, environmental stewardship, and delivering related training.
- Oversee the implementation and training of Emissions Reporting Software for the department, and report on the reduction of greenhouse gas (GHG) emissions from fleet and real property.
- Lead the implementation of the departmental Net-Zero Climate-Resilient Real Property Portfolio Plan, to assess and mitigate climate risks to departmental assets and report on progress in achieving the plan’s expected outcomes.
Real Property, Assets, and Fleet Management
- Develop, maintain, and provide advice on departmental policies, procedures, and best practices related to real property, assets, and fleet management.
- Provide technical support for real property projects (e.g., divestiture, operations & maintenance projects), and advice on the interpretation and application of real property policies.
- Coordinate ISC and CIRNAC responses to PSPC Notices of Excess Federal Real Property and respond to requests from other government departments regarding Aboriginal Titles and Rights in the context of federal disposal processes.
- Support the management of capital assets (valued at $10,000 or more) and non-capital assets (valued under $10,000).
- Maintain asset records in the SAP Financial System and provide SAP user training.
- Support the fleet management lifecycle, including planning, acquisition, operations, maintenance, and disposal.
Planning, Acquisition Card, and Relocation
- Provide Acquisition Card training to ISC, CIRNAC, and CanNor employees.
- Liaise with internal communications for the dissemination of relevant information.
- Manage relocation services and support, including coordination with central agencies and third-party suppliers.
- Manage Acquisition Card services and support, including liaising with ISC/CIRNAC and financial institutions.
Procurement Operations
- Ensure the delivery of procurement functions in compliance with government contracting policies and regulations, while meeting operational requirements.
- Develop and administer a full range of contractual agreements, provide strategic advice to all sectors and levels, prepare solicitation documents, establish standing offers and supply arrangements, award and manage contracts, lead negotiations, approve agreements, and process contract amendments (including departmental standing offers).
- Ensure integrity in exercising contracting delegations, including Exceptional Contracting Limit Authorities.
- Manage relationships with the supplier community, including debriefing unsuccessful bidders.
- Provide procurement presentations to clients.
- Liaise with PSPC on contracts executed by PSPC on behalf of ISC, CIRNAC, and CanNor.
Procurement Policies and Reporting
- Develop and maintain ISC policies, processes, templates, and supporting tools for contracting and procurement activities.
- Provide targeted procurement and SAP training across Canada to enhance competence, capacity, and compliance in procurement and material management functions.
- Provide expert advice and dispute resolution related to contracting and procurement.
- Manage policies and procedures for purchase orders, pre-contractual work, and unmatched payments.
- Report to central agencies and the general public on departmental procurement activities, including the quarterly Proactive Disclosure of Contracts.
- Report on PSIB departmental targets for ISC, CIRNAC, and CanNor.
- Act as the departmental representative on various advisory committees and working groups related to assets, real property, greening government operations, and the procurement community of practice, as well as being the primary point of contact with central agencies on matters related to assets and acquired services.
