About the NMC

The National Managers' Community (NMC), established in 2000 from a fusion of regional manager communities across the federal government, has a presence throughout the country. The NMC is an interdepartmental network committed to supporting Government of Canada public service managers and ensuring that their insights shape the present and the future of their work. The NMC works closely with key partners, and advisory board and steering committee members to understand managers' needs and challenges, driving initiatives that reflect their perspectives.

Our mission is to support continuous improvement and innovation in public sector management. We provide meaningful outreach and engagement opportunities, fostering a dynamic and inclusive managers’ community.

NMC Governance

The NMC Secretariat

The NMC Secretariat engages with managers across the country to represent their views and advocate for their needs. It influences policy by amplifying managers' voices on key issues, acts as a key point of contact for consultations and communications about government-led initiatives, and develops the NMC Strategic Plan and Annual Report to report on the impact of NMC events and activities to the Clerk of the Privy Council.

The NMC Deputy Minister Champion

The Deputy minister champion plays a critical role in supporting and advancing the NMC’s mandate, vision, and strategic objectives across the public service. Appointed by the Clerk of the Privy Council, the deputy minister champion provides strategic guidance, promotes the NMC’s activities, and builds awareness of key issues affecting public service managers. The champion works closely with the NMC executive director and ADM Advisory Board to ensure the NMC’s initiatives are relevant, aligned with government priorities, and effectively communicated across departments and agencies.  

Arun Thangaraj / NMC Champion / Deputy Minister at Transport Canada / LindedIn
 
Arun Thangaraj

Arun Thangaraj was appointed Deputy Minister at Transport Canada in February 2023. He brings over 20 years of experience in information technology, corporate planning, finance and management. Previously, he was appointed Associate Deputy Minister of Immigration, Refugees and Citizenship Canada and from 2020 to 2022, Arun was the Associate Deputy Minister at Transport Canada. He also served as Assistant Deputy Minister and Chief Financial Officer at Global Affairs Canada, where he was responsible for information management and information technology. In 2011, he was appointed Deputy Chief Financial Officer at the former Canadian International Development Agency.

Arun received the Queen Diamond Jubilee Medal in 2013 for his contribution to the federal public service and to his community. He has served on various governance boards, including the Global Fund’s Finance and Operations Committee, and is a member of the Public Sector Pension Advisory Committee. He is also a sessional lecturer at Carleton University’s School of Public Administration, where he has taught courses in the management stream for many years. Arun is a chartered professional accountant and holds a Master of Arts in Public Administration from Carleton University, a Master of Business Administration from the University of Ottawa, and an Honours Bachelor of Arts in Political Science from the University of Toronto.

The NMC Assistant Deputy Minister (ADM) Advisory Board

The ADM Advisory Board supports the Deputy Minister Champion in helping the NMC achieve its strategic objectives and advance its mandate. It provides a forum for advice, consultation, collaboration, and discussion on issues facing public service managers across the country. The board advises on the NMC's mandate, vision, governance, strategic plan, and operational framework, promotes NMC activities within member departments and agencies, and facilitates the exchange of advice, resources, tools, and information.

The NMC Managers’ Advisory Board (MAB)

The Managers’ Advisory Board supports the NMC by sharing best practices and information on departmental and agency activities from respective internal managers’ networks. It provides a forum for the NMC to share current and future initiatives, upcoming government priorities, and other relevant topics of interest with managers. Additionally, the board offers a space for exchanging with peers, staying up to date on departmental initiatives, and recommending topics and speakers to address managers’ concerns. The regional champions are executives appointed by the chairs of the Regional Federal Councils and sit as members of the ADM Advisory Board.

  • Regional Steering Committees

Regional Steering Committees help the NMC achieve objectives nationwide by sharing best practices, feedback, and key information relevant to managers. They support NMC regional leads and champions in pursuing strategic goals. Members organize and promote local activities for managers, align efforts with national initiatives, and encourage participation in NMC events and resources within their organizations.
