Work with the CSPS Tech Lab

The Tech Lab team, within the Canada School of Public Service (CSPS), is a multidisciplinary team of Designers and Developers. We work closely with partners and subject matter experts to develop user-centric innovative solutions aimed to provide public servants with truly rewarding and modern learning experiences. Some of the innovation projects we are currently working on include vExpo (virtual event platform and kiosks leveraging immersive technology), the creation of immersive virtual spaces, virtual reality experimentation to support learning, and more!

Client Experience Manager

Client Experience Manager (EC-07)


Branch and Directorate: ISDB Public Sector Innovation / Tech Lab

Location: Ottawa, Ontario

Group and Level: EC-07

Job type: Assignment or Secondment (at-level), 1 year with possibility of extension.

Work Description

The successful candidate will lead the user experience team, identify opportunities and develop requirements for the design of user-centric products that meet both user and business needs. You will build and manage client relationships and experience, as well as work closely with partners and CSPS counterparts for the successful delivery and integration of innovation products as part of the CSPS ecosystem.

More specifically, the Client Experience Manager will:

  • Manage user experience activities and coordinate cross-functional teams
  • Act as the primary point-of-contact for clients, manage intake process and attend client meetings
  • Perform environmental scans and research to identify opportunities, inform team vision and support product strategies, feeding into the innovation pipeline
  • Manage partnership opportunities for new and ongoing innovation projects
  • Develop user stories, requirements, workflows to support the design and development of products and features
  • Act as liaison between CSPS business lines and corporate enablers, ensuring product vision is aligned with CSPS priorities alignment with and proper integration of products within the CSPS ecosystem
  • Develop in-depth understanding of clients' needs and preferences, as well as seek feedback from clients, partners and stakeholders to improve overall experience
  • Develop and maintain a framework for sharing lessons learned, within and outside of CSPS, derived from innovation projects

Essential Qualifications

Linguistic Profile: Bilingual imperative CBC/CBC

Security Clearance: Reliability

Education: Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Notes: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Qualifications:

  • Experience in leading multidisciplinary project teams and user-centric design activities through the product development life cycle, using an agile development approach.
  • Experience in building collaborative and partner relationships with a wide variety of internal or external stakeholders.
  • Experience leading digital innovation projects and teams, overseeing development, planning, testing and user experience. 
  • Experience in managing human and financial resources
  • Experience in providing strategic advice to clients and senior management (Director level of higher)
  • Knowledge of usability and user-centered design (UCD) approaches, iterative design processes, research and design techniques and practices, as well as industry trends, to create highly usable and accessible products for users.
  • Knowledge of Web-related communications, program delivery and IT services, activities, roles and responsibilities across the GC
  • Knowledge of project management principles, frameworks, methodologies and practices.
  • Ability to translate user and business needs into technical direction and documentation to be used by developers and user experience specialists.
  • Ability to manage and plan projects, monitor performance and initiate corrective actions to resolve problems as well as facilitation techniques.
Asset qualifications:
  • Experience with Agile teams
  • Experience establishing and maintaining partnerships with internal or external stakeholders
  • Knowledge of lean and agile software development methods, practices and concepts used to respond to change in order to succeed in an uncertain and changing environment.
  • Knowledge of quality control, support, team collaboration, and development platform software and features.
  • Knowledge of government legislation and regulations governing communications and information management, web and social media standards, as well as those that are IT-related to ensure compliance with their requirements.

Senior Product Manager

Senior Product Manager (IT-04)

Work Description

The successful candidate will lead the product development team, allocate resources and develop product roadmaps for the development of user-centric products that meet both user and business needs. You will also work closely with the corporate IT team for the proper management and integration of innovation products as part of the CSPS ecosystem.

More specifically, the Senior Product Manager will:

  • Manage an IM/IT development team working on multiple and complex IM/IT projects on cloud environments using Agile methodology
  • Manage product development activities, including implementation of new technology and management of POC/MVP projects end to end
  • Work with senior management to create product plans and roadmaps
  • Develop product requirements
  • Develop and implements product strategies consistent with team vision (in collaboration with Client Experience Manager)
  • Incorporate feedback and input from clients, users and partners into product strategy
  • Ensure products and releases are launched correctly and on schedule
  • Make creative recommendations to expand product base and vision
  • Act as liaison between corporate IT and product teams, ensuring alignment and proper integration of products within the CSPS ecosystem
  • Manage cloud environments for innovation products and ensure standards are met, in collaboration with corporate IT

Essential Qualifications

Education: Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Qualifications:

  • Experience in DevOps leadership
  • Experience leading multi-disciplinary teams
  • Experience defining and managing product roadmaps for implementation of DevOps in an established operation
  • Experience with product management
  • Experience providing advice and recommendations to senior management (Director level or higher)
  • Knowledge of product development life cycle
  • Knowledge of cloud management practices and solutions

Asset qualifications:

  • Experience with Agile teams
  • Experience establishing and maintaining partnerships with internal or external stakeholders
  • Knowledge of user-centered principles and practices
