About the CSPS Digital Academy

The Canada School of Public Service (CSPS) Digital Academy was established in 2018 to help federal public servants gain the knowledge, skills, and mindsets they need in the digital age. It supports the principles of Canada's Beyond2020 initiative for an agile, inclusive, and equipped workforce and advocates for a digital-first approach that aligns with Canada's Digital Standards. These ten digital standards form the foundation of the government's shift to becoming more agile, open, and user-focused. About the team

The Digital Academy’s Policy, Partnerships, and Engagement team is a multidisciplinary team of strategic influencers, collaborators, and connect-the-dotters.  We work closely with our learning specialists, product owners, developers, and designers to ensure that all public servants are benefiting from the new ways of working and thinking in today’s age. We drive the strategic vision of the Academy, lead the engagement across the Government of Canada, collaborate and build with our growing network of partners, and ensure alignment with GC priorities and Canadians.

  • Policy Analyst (EC-02, EC-04, EC-05, EC-06, or equivalent)
  • Client Relationship Lead (AS-04, AS-05, or equivalent)

Policy Analyst (Various Opportunities at EC-02, EC-04, EC-05, EC-06, or equivalent)

As a policy analyst, you will be a champion in a client-focused culture to foster, maintain and deepen policy and partnership engagement across the Government of Canada. You thrive in thinking outside the box and putting Canadians first. You don’t accept the status quo as an answer and often dream about how things could be done differently while striving to make it a reality.  

As a Policy Analyst, you will:

  • Analyze documentation, conduct research, and synthesize findings on a broad range of social, economic, organizational, program or policy issues.
  • Provide strategic advice to senior management on socioeconomic, program, or policy issues (including the identification of issues, the development of options, and provision of recommendations).
  • Lead corporate planning and reporting functions for the Digital Academy (including contributions to formal departmental reports and the development of DA-specific strategic plans, priorities and results reports).
  • Prepare and provide complex verbal and written briefings and decision documents for senior management.
  • Establish and maintain cooperative networks or collaborative relationships with a range of partners or stakeholders (e.g., other sectors, central agencies or departments, etc.) in order to plan, deliver, and report on organizational priorities.

The ideal candidate has:

  • A degree from a recognized post-secondary institution with acceptable specialization in economics, sociology, or statistics.
  • Experience in working collaboratively with representatives from federal or provincial/territorial departments, agencies, or other stakeholders.
  • Experience in communicating information in writing and verbally to varied audiences or providing advice and recommendations to senior management on complex issues.
  • Experience in designing, delivering, and supporting strategic policies & programs to help advance the overall mission of the organization.
  • Experience in corporate reporting and GC/departmental reporting functions.
  • Experience in working as part of multidisciplinary, open-door, and autonomous teams.
  • The ability to translate business needs and research requests into actionable tasks.
  • Strong attention to detail to achieve thoroughness and accuracy when accomplishing a task.
  • Strong abilities to coordinate multiple tasks and projects simultaneously.
  • Strong project management, organizational and coordinating skills.
  • Strong reading, writing, and communication skills in both official languages (English and French).
  • A strategic and creative mind to quickly identify problems and offer practical and innovative solutions.

It’s a bonus if you have:

  • Experience in one or more of the following areas:
    • Learning Development and Training, Adult Education, Future of Work;
    • Digital, Digital Government Policy;
    • Development of budget proposals, Treasury Board submissions, or Memoranda to Cabinet.
  • Experience in working in a startup or other nimble organizations.
  • Experience in enterprise-level change management.
  • Experience in working with the Policy on Service and Digital.
  • Experience in working with or at a Central Agency (i.e. Privy Council Office, Finance Canada, or Treasury Board Secretariat).
  • Experience in supervising subordinate employees directly or functionally  
  • Strong presentation skills, including creation, delivery, and openness to feedback.

Client Relationship Lead (AS-04, AS-05, or equivalent)

The Digital Academy is only as strong as our partners. Since our founding in 2018, the growth and success are driven by the ecosystem of committed partners from across the Government of Canada and beyond who share our mission of an equipped and capable workforce of the future!  

As a Client Relationship Lead, you will:

  • Serve as one of the main points of contact between the Digital Academy and its growing partner network across the Government of Canada.
  • Build strong productive working relationships with key partners and internal stakeholders to ensure each partner understands the value and goals of the partnership.  
  • Develop and negotiate Memoranda of Understanding (MOU) or Requests for Proposals (RFPs) or contracts with Government of Canada departments or external vendors or consultants.  
  • Manage contractual obligations and processes for existing MoUs, RFPs, and contracts.
  • Collaborate with other teams in the Digital Academy and Canada School of Public Service to identify new strategies and opportunities while ensuring partner needs are being met.
  • Prepare and deliver complex verbal and written briefings and decision documents for senior management.

The ideal candidate has:

  • A secondary school diploma or employer-approved alternatives or an acceptable combination of education, training, and/or experience.
  • Experience in one or more of the following areas:
    • Customer Success;
    • Contracting or procurement;
    • Financial management or invoicing;
    • Project management.
  • Experience in working collaboratively with representatives from federal or provincial/territorial departments, agencies, or other stakeholders.
  • Experience in prospecting, developing, and managing partnerships and contracts.
  • Experience working as part of multidisciplinary, open-door, and autonomous teams.
  • The ability to translate business needs and research requests into actionable tasks.
  • Strong attention to detail to achieve thoroughness and accuracy when accomplishing a task.
  • Strong reading, writing, and communication skills in both official languages (English and French).
  • A strategic and creative mind to quickly identify problems and offer practical and innovative solutions.

It’s a bonus if you have:  

  • Experience in cost-sharing governance structures.
  • Experience in designing partnership programs and delivery channels.
  • Experience in working with or at a Central Agency (i.e. Privy Council Office, Finance Canada, or Treasury Board Secretariat).

  • Strong presentation skills, including creation, delivery, and openness to feedback.
