Background

The role of the Principal Publisher was assigned to the Minister of Employment and Social Development (ESDC) in March 2014 and is managed under the Service Canada initiative. The Principal Publisher is responsible for the provision of web and web-related services to Government of Canada institutions through a standardized Memorandum of Understanding (MOU) for service delivery.

An initial MOU was implemented with 22 institutions starting in 2016 and will expire on September 30, 2018. A new MOU is being developed for 2018 and will be established by Service Canada with each institution using the following Principal Publisher web tools and services:

  • Content management platform for Canada.ca (Adobe Experience Manager, or AEM)
  • Analytics tool for Canada.ca (Adobe Analytics)
  • GC social media account management tool (Hootsuite)
  • Canada.ca Newsroom
