Procurement

The purpose of GC CIC is to educate and guide GC departments on all aspects of the acquisition lifecycle, including business, technical, and contractual aspects of cloud solutions. This page will present SSC Cloud Services Intake Process long with PSPC’s Cloud Service Intake Process for Cloud Service intake process.

Cloud relies on consumption-based payment in other word on the principle of pay-as-you-go, while the government relies on consistent, predictable billing models. This could present some challenges to departments. It is to facilitate cloud acquisition that SSC through its Cloud Brokering Service and PSPC developed intake process to help and guide department through Cloud Service Acquisition.

SSC Cloud Services Intake Process

SSC has 26 commercially available Public Cloud contracts for Unclassified Data and a Protected B Framework (IaaS/PaaS) with AWS and Microsoft that customers can utilize. SSC is the Contracting Authority and Technical Authority on these contracts. 

The financial commitment for cloud services is made between the departments and the resellers (direct billing between department and reseller).

In addition, a 10% brokering fee is charged by CBS directly to the department.  Fee is calculated on consumption (for IaaS and PaaS) and is charged quarterly and the brokering fee for SaaS is charged once within the purchased quarter.

PSPC’s Cloud Service Intake Process for Cloud Service intake process

Public Services and Procurement Canada (PSPC) plays an important role in the daily operations of the Government of Canada as a key provider of services for federal departments and agencies. It supports them in the achievement of their mandated objectives as their central purchasing agent, linguistic authority, real property manager, treasurer, accountant, and integrity adviser, and pay and pension administrators.

The department's vision is to excel in government operations, and our strategic outcome and mission is to deliver high-quality, central programs and services that ensure sound stewardship on behalf of Canadians and meet the program needs of federal institutions.

PSPC was, by his mandate, required to develop procurement tools to support the Cloud Adoption Strategy for the GC.
