Prior to April 2018, the MDS was run on HP PowerHouse, and this interface and system was rather dated and due to the departure of staff knowledgeable about the language, impossible to update and maintain. The system had been labeled a legacy system that required replacement. In April 2018, the new interface was launched, an HTML5 web-based interface that was more modern and allowed continued development.

Querying of the system was performed with Cognos Impromptu, and as there was no ability to edit the framework that supported these searches it was difficult to develop new reports. With the upgrade to the system it became possible to add new functionality; some of the new improvements include the addition of a pdf and XML reader for industry problem reports, the addition of a post-market tracking module, and rapid changes to add new COVID-19 interim order authorizations.
