Le but de ce billet de blogue est de suggérer certaines options de signature électronique dont peuvent se prévaloir les représentants du gouvernement fédéral qui souhaitent mettre en œuvre des solutions de rechange immédiates aux signatures manuscrites à la lumière des limites découlant de la situation actuelle liée à la COVID‑19. Les mesures de distanciation sociale actuellement en place pour ralentir la propagation de la COVID‑19 et la nécessité d’une aide rapide aux Canadiens pourraient nécessiter la mise en œuvre immédiate de solutions gouvernementales numériques pour aider à rendre le gouvernement plus efficace dans la prestation des services nécessaires aux Canadiens. Ces solutions peuvent s’avérer nécessaires pour les opérations gouvernementales tant internes qu’externes. Par exemple, il est possible qu’en raison des mesures actuelles de distanciation sociale, les représentants du gouvernement n’aient pas accès aux imprimantes, et qu’ils aient un accès limité à certains réseaux gouvernementaux, ce qui rend difficile l’autorisation d’opérations internes qui nécessiteraient normalement des formulaires et des signatures manuscrites. De même, les ministères pourraient envisager d’autres moyens de communiquer les décisions ou les autorisations aux membres du public (p. ex., la délivrance électronique des décisions, des permis, etc.). On pourrait également envisager de permettre aux membres du public de soumettre certains documents par voie électronique. L’orientation informelle suivante vise à aider les représentants du gouvernement à déterminer les solutions opérationnelles de signature électronique qui pourraient être appropriées dans les circonstances données. De plus, nous espérons qu’elle suscitera des discussions et que d’autres options et idées seront présentées.
