<li>Not be a fee-for-service institution or agency
<li>Be able to create name authority records
<li>Be able to create authority records in MARC21 format
<li>Be committed to following the policies established by the PFAN and the standards issued by the Standards Committee
<li>Have a subscription to an OCLC product for authority processing
<li>Subscription to the RDA Toolkit
