What we do
Shared Services Canada (SSC) is working to make government procurement more accessible to a wider variety of vendors, using Canada’s spending power to support the Canadian economy while increasing the choices available to government program managers, leading to better, more innovative services to Canadians. To achieve this, the Centre for Agile and Innovative Procurement (CoEAIP) within the Enterprise Procurement directorate (EITP) at SSC CoEAIP offers enhanced support services to technical clients and implements an optimized design process that is incremental and rapid. This expedites technical design and development of the Solicitation.
Since its launch in December 2019, the CoEAIP has developed several new mechanisms and associated risk mitigation tools. These mechanisms include the Agile Procurement Process (APP3.0) framework, a modifiable challenge-based solicitation (CBS) and invitation to refine (ITR); an evolving financial proposal and convertible basis of payment; design thinking applied to procurement; evidence-based evaluation criteria for presentations and demonstrations; and a transparency and fairness platform.
SSC has run a number of pilot programs, testing and experimenting with new methods that address a number of program goals. Results to date have demonstrated high degrees of success and promise to contribute significantly to the evolution of SSC’s procurement processes. The APP3.0 framework has supported ten procurements so far, such as a Secure File Transfer Solution, a Digital Display Network, an Enterprise Monitoring Solution, and Intelligent Automation, among others. In FY 2022-2023, following the President’s mandate to the CoEAIP to organize the deployment of APP3.0, the CoEAIP will begin to deploy APP3.0 while continuing to make improvements to the framework stemming from industry, client and contracting personnel feedback.
