| Throughout Safety and Security 2020 consultations, in particular the DM’s conversation throughout the department, the requirement for a Knowledge Transfer Program has been identified. DM tasked a Safety and Security 2020 team lead to design, develop and implement a TC Talent Network that will:

- Provide a process light, simple and easily accessible program for those who want in and those pulling from program. Process must be simple and clearly defined for all users.

- Provide a Central repository, accessible to Managers and Oversight component to ensure appropriate use, uptake and value for money.
 +
- Align with Department’s current planning processes and tools, needs and gaps.

Based on the business requirements the Safety and Security Knowledge Transfer working group is proposing the development of new TC Talent Network application. The application will consist of 3 main components:

- Employee Profile interface integrated with TC Intranet (myTC) that allows employees to post and update information about their knowledge, skills and competencies. The information is entered on voluntary bases.

- Advanced Search Interface to search and filter against the TC Talent Network. Everyone in TC will be able to search for Employee Profile information.
 +
- Reporting Functionality that allows managers to generate various reports based on knowledge and skills inventory data and usage.  Reporting and administration interface will be available for dedicated users only. HR group will provide oversight and standardization.
