Why Too Many Government Modernization Efforts Fail
Build a bot for Microsoft Teams
In March 2019, on behalf of the Government of Canada (GC), SSC acquired Microsoft 365 (M365) for all GC employees, as part of the SSC’s Digital Communications and Collaboration (DCC) program and to provide the next generation of Email Services in the cloud. There is a growing appetite among all Departments/Agencies to access digital services beyond email (e.g., Teams and OneDrive). Products in Scope: Exchange Online, OneDrive, and Teams.
What department will get: • Core tenancy + E3 Licenses (email, storage, 0365) • Security Compliance • Enhanced Email User Experience (Exchange on-line) • Teams User Experience • MyAnalytics Experience • Tools: playbook and supply arrangement for remediation assistance
Roles and Responsibilities: SSC ($): • Provides supporting services for network, directory services, email, mobile, and required infrastructure in support of connectivity to the M365 platform • Jointly responsible and accountable with the partner for Email as a service, even post-migration to M365 • SSC and Partner will share administrative responsibilities of the Exchange Online as per established allocation of responsibilities
Partner ($): • Establish project team • Application and Desktop Remediation • Implement adoption and change management and training
Application Modernization funding ($): Following the deployment of the above-mentioned core elements, a department may request AppMod funding to cover for activities such as: • Upgrades to E5 licences (enhanced security, analytics and voice capabilities) as is pertains to replacing an existing application • Build/re-architect, test, integrate and register with MS Azure AD as it pertains to refactoring existing applications • Upskills knowledge (implement or beef up Cloud Centre of Expertise) • Security activities (Security Assessment and Accreditation, Interim/Full authority to operate)
Application Modernization is about modernizing existing application. Using O365 to retire and replace an existing application should be the scope.
