Éric Loubier has a bachelor in Geography (B. Sc) and a Master’s degree in Public Administration (MPA) and more than 25 years of experience in the management of science and technology within the Government of Canada and in the private sector.


For the last 20 years, Eric has worked for the federal government, as project manager, program manager, Director, and now Director General of the Canada Centre for Mapping and Earth Observation. Eric has also worked as Director of the Science Policy and Partnership Division of the Science and Technology Branch of Agriculture and AgriFood Canada (AAFC).


Before joining the public service, he worked for a consulting firm in the field of land management and as a sub-contractor for the Canadian Space Agency. As such, Eric has significant experience in providing corporate leadership in planning, developing and implementing complex national geomatics and earth observation programs and strategies.


Éric Loubier est titulaire d'un baccalauréat en géographie (B. Sc) et d'une maîtrise en administration publique (MPA). Il a plus de 25 ans d'expérience dans la gestion des sciences et des technologies au sein du gouvernement du Canada et dans le secteur privé.


Au cours des 20 dernières années, Eric a travaillé pour le gouvernement fédéral, en tant que gestionnaire de projets et de programmes, directeur, et maintenant directeur général du Centre Canadien de Cartographie et d'Observation de la Terre. Eric a également œuvré en tant que directeur de la division de la politique scientifique et des partenariats de la Direction générale des sciences et de la technologie d'Agriculture et Agroalimentaire Canada (AAC).

Avant de joindre la fonction publique, il a travaillé pour une société de conseil dans le domaine de la gestion du territoire et comme sous-traitant pour l'Agence Spatiale Canadienne. Ainsi, Eric possède une expérience significative dans la direction et la gestion en matière de planification, le développement et la mise en œuvre de stratégies et d’initiatives nationales complexes dans le domaine de la géomatique et de l'observation de la terre.


Jeff Ball is the Director of Open Government & Data Governance at the Royal Canadian Mounted Police. He is leading the development and advancement of transparency in the interest of trust and accountability in policing. Jeff is also responsible for the development and implementation of a trusted data governance framework to ensure the responsible and ethical creation, collection, storage, use and release of high quality data in the RCMP.


Jeff has over 17 years of experience in the federal public service, leading numerous data and information services and advocating for the evolution of information services and increased transparency for public good. Biographie en français à venir


Nora Ballantyne is the Director of Information Services at Justice Canada. She currently manages a team that includes information policy and strategy, document and records management, library services and open government. Having been fortunate over her 25 years career to work in many areas of both information management and information technology she is driven to support a seamless integration of these two fields to create digital solutions in support of the Justice mandate. Nora and her team are leading efforts to establish an open government lens on the work of the department and support a Justice Canada vision of unleashing the power of information to benefit the people of Canada.

This session will explore representative deliberative processes; one of the tools In the public engagement tool kit. We’ll define what these tools are, discuss how they compare to other public engagement processes and examine their benefits and how they can be used to increase public engagement.

Claudia Chwalisz is a world-leading expert on deliberative democracy and democratic innovation. She established and has been leading the OECD’s work on innovative citizen participation since 2018, co-authoring the OECD’s flagship report Catching the Deliberative Wave with Ieva Cesnulaityte, authoring a paper Eight Ways to Institutionalise Deliberative Democracy, co-ordinating the OECD Innovative Citizen Participation Network, and editing the OECD blog Participo. Claudia was one of the experts involved in designing the permanent Paris Citizens’ Assembly and the world’s first permanent Citizens’ Council in Ostbelgien, Belgium. Her work at the OECD has also involved managing five pilot projects of citizen participation in cohesion policy, supported by the European Commission, advice on institutionalising deliberative democracy in the Basque Country, as well as designing deliberative processes in Finland and Lebanon.

Claudia is the author of The People’s Verdict and The Populist Signal, and has edited two political economy books. In December 2019, Claudia was a Distinguished International Visitor at the Centre for Deliberative Democracy & Global Governance, University of Canberra. She mentored the 2019 Social Design masters students at the Design Academy Eindhoven for a series of workshops about Designing Democracy 2050. Claudia is an Advisory Board Member of the Federation for Innovation in Democracy Europe (FIDE) and a Member of the Democracy R&D Network.

Ieva Cesnulaityte is a policy analyst working on innovative citizen participation at the OECD’s Open Government and Civic Space team. Ieva is a co-author of the OECD global report Innovative Citizen Participation and New Democratic Institutions: Catching the Deliberative Wave and author of OECD Evaluation Guidelines for Representative Deliberative Processes. Ieva also writes for the 'New Democratic Institutions' series on the Medium publication Participo. Previously she co-ordinated Lithuania’s participation in the Open Government Partnership initiative and worked on developing and piloting the public consultation methodology for Lithuania’s public institutions.

Brian Parai is Deputy Director for Public Engagement in the Global Citizens and Engagement Division at Global Affairs Canada. The team works with many partners to foster engagement of Canadians on international development issues, in support of the UN Sustainable Development Goals (#GoForTheGoals!). A career Foreign Service Officer, Brian has worked in Ottawa and internationally on a variety of multi-actor dialogue processes including multilateral arms control negotiations, the mediation of peace processes, and fostering multi-stakeholder engagement and collaboration on priority global issues. A happy husband and father, he avidly avoids housework in order to spend time skiing and cycling in the Gatineau Park.

Peter MacLeod (he/him) is the founder and principal of MASS LBP, and one of Canada’s leading experts in public engagement and deliberative democracy. Since its founding in 2007, MASS has completed more than 200 major policy projects for governments and public agencies across Canada while popularizing the use of Civic Lotteries and Citizen Reference Panels and earning international recognition for its work. Peter frequently writes and speaks about the citizen’s experience of the state, the importance of public imagination, and the future of responsible government.

A graduate of the University of Toronto and Queen’s University, he is an Action Canada fellow (2003) and a recipient of the Public Policy Forum’s Emerging Leaders Award (2008). In 2013, he launched Wagemark, the first international wage certification standard aimed at reducing workplace pay disparities while promoting corporate competitiveness. He was also appointed to serve on the Ontario government’s open government task force. He is the past chair of Toronto’s Wellesley Institute for Urban Health, and currently serves on the boards of Makeway, an environmental charity, as well as the Environics Institute and the YMCA of Greater Toronto. He is also an adjunct lecturer at the Dalla Lana School of Public Health at the University of Toronto.

Daniel J. Paré is an Associate Professor in the Department of Communication, University of Ottawa, and is cross appointed with the university’s School of Information Studies (ÉSIS) and Institute for Science, Society and Policy (ISSP). His research focuses on governance and policy challenges arising from innovations in information and communication technologies. He has been involved with the OGP’s Independent Reporting Mechanism (IRM) since 2017 when he conducted an independent assessment of the Ontario government’s progress towards its 2016-2017 action plan as part of the OGP’s local program. Later, in 2019, he became the IRM researcher for Canada. He is currently in the last stages of assessing the Canadian federal government’s performance in relation to its fourth national action plan on open government and will shortly be starting work on assessing its fifth national action plan.

Ivan Ivanov is Professor of Communication and Public Relations at the Department of communication, University of Ottawa. Much of his work focuses on crisis communication, constitutive power of communication in organizations, and evolution of public relations practices in digital era. He also works on the evolution of professional competencies and skills of communicators.

Ivan Ivanov embraces a multi-situated and in vivo ethnographic methods. His intention is to capture human and material ongoing phenomena in real settings. Mary Francoli is the Associate Dean and Director of the Arthur Kroeger College of Public Affairs, and Associate Professor of Communication and Media Studies at Carleton University. Among other things, her research includes open government, social media and elections, and the impact of digital media on governance. She served as a long-standing member of the Open Government Partnership’s International Expert Panel.

Mary Francoli is Associate Professor of Communication and Media Studies. She is also an Associate Dean and Director of the Arthur Kroeger College of Public Affairs. She holds a doctorate in Political Science from Western University.

Dr. Francoli’s research looks at the relationship between digital media and issues related to politics and governance. While this is a large and diverse field, most of her research has focused on the way that digital media has impacted three broad areas: (1) citizen engagement and mobilization, (2) governance, and (3) access to information and data.

Dr. Francoli is a leading researcher in the field of open government. She has authored two major reports for the Open Government Partnership assessing the Government of Canada’s progress in the area of open government. She has provided expert testimony to the Standing Parliamentary Committee on Government Operations on the issue of open data and has been invited to speak about open government and open data at a number of conferences and venues, including the annual meeting of the federal and provincial Information Commissioners. She was a long standing member of the Open Government Partnership’s International Expert Panel and currently sits on the National Security Transparency Advisory Group for Public Safety Canada.

Rachel Pulfer is the Executive Director of Journalists for Human Rights. She has twelve years' experience co-creating, piloting, implementing, scaling and evaluating human rights and media development programs in Africa and the Middle East as well as working on Indigenous rights in Canada. Under her leadership, JHR expanded to four continents and won several regional and national awards, including the Bill Hutton Award for Excellence in Journalism from RTDNA Canada, Ontario Heritage and Innovation awards for the Indigenous Reporters Program, and a Governor-General's Award for Services to the People of Ghana. She appears on CTV News as a commentator on media, international development and press freedom issues and regularly contributes op-eds and feature articles to the Toronto Star and Globe and Mail. Prior to running JHR, Rachel was the 2009-2010 Webster-McConnell William Southam Journalism Fellow at Massey College, University of Toronto. Prior to that, she was the US correspondent for Canadian Business magazine. She is a contributing editor to Corporate Knights magazine, a Fellow of the Brookfield Institute for Innovation and Entrepreneurship and a member of the Banff Forum.

Dr. Tracey Lauriault is a critical data studies scholar who works on open data, big data, open smart cities, open government, data sovereignty, data preservation and data governance. Her ongoing research includes disaggregated equity data, digital twins, intersectional approaches to data governance, data invisibilities and the history of the census. As a publicly engaged scholar, she mobilizes her research into data and technology policy in all sectors. As a data and technological citizen, she examines large and small complex systems with the hope of making them more just, inclusive, equitable and environmentally sustainable.

Mélanie Robert is the former Executive Director of Open Government at the Treasury Board of Canada Secretariat (TBS). Before recently moving to Transport Canada, she led the Government of Canada’s efforts to open data and information and to increase accountability and citizen participation, and manages Canada’s Open Government and Open Data Portal (open.canada.ca) as well as the Online Access to Information Request Service.

With over 20 years of experience in the federal public service, Mélanie has lead business analysis, regulation and enforcement work and communications and consultations for a variety of technology and innovation files.
