Procurement
Cloud relies on consumption-based payment in other words on the principle of pay-as-you-go, while the government relies on consistent, predictable billing models. This could present some challenges to departments. It is to facilitate cloud acquisition that SSC through its Cloud Brokering Service and PSPC developed an intake process to help and guide Departments navigate the Cloud Service Acquisition process.

SSC has 26 commercially available Public Cloud contracts for Unclassified Data and a Protected B Framework (IaaS/PaaS) with AWS and Microsoft that customers can utilize. SSC is the Contracting Authority and Technical Authority on these contracts.
The financial commitment for cloud services is made between the Departments and the resellers (direct billing between department and reseller).
In addition, a 10% brokering fee is charged by CBS directly to the department. The fee is calculated based on consumption (for IaaS and PaaS) and is charged quarterly and the brokering fee for SaaS is charged once within the purchased quarter.
