Les laboratoires d’innovation reposent sur l’idée que les compétences et l’état d’esprit nécessaires à une innovation systématique ne sont pas les mêmes que ceux requis pour des activités quotidiennes stables et la prestation de services en première ligne. Les laboratoires d’innovation visent à fournir des approches, des compétences, des modèles et des outils qui diffèrent de ceux dont disposent habituellement la plupart des fonctionnaires formé·es. Cela peut nécessiter la création d’espaces sûrs particuliers et d’occasions de collaboration sur de nouveaux processus, programmes ou politiques entre les unités, les ministères et les secteurs, afin de faciliter la phase d’exploration de l’innovation. Les laboratoires réunissent généralement les principales parties prenantes, y compris les utilisateurs finaux et finales tel·les que les citoyen·nes et les entreprises, dans un processus de cocréation. Pour les gouvernements, cela signifie d’élaborer de nouvelles solutions non seulement pour les gens, mais aussi avec ceux-ci. What is an Innovation Lab?

Innovation labs are based on the idea that the competencies and mindsets needed for systematic innovation are not the same as those required for stable, daily operations and service delivery at the front line. Innovation labs seek to provide approaches, skills, models and tools beyond what most trained civil servants usually possess. This may call for the creation of dedicated ‘safe’ spaces and opportunities for collaboration on new processes, programs or policies across units, departments and sectors to assist the exploration phase of innovation.
