Speaker Biographies

	Christine Beauchamp Director of Client Engagement & Incident Detection at the Canadian Centre for Cyber Security, Communications Security Establishment Christine Beauchamp is the Director of Client Engagement & Incident Detection at the Canadian Centre for Cyber Security, in the Communications Security Establishment. Christine joined CSE in 2005 and spent most of her career there using communications technology to provide foreign intelligence to the Government of Canada. She specialized in security operations, deployed abroad in support of the military and counter-terrorism efforts. She was also the Manager for SIGINT Policy, Oversight & Compliance, where she worked on legal and privacy requirements in conducting intelligence operations. In 2018, she joined the cyber security mission of CSE with the creation of the Canadian Centre for Cyber Security, where she is responsible for providing cyber security services and training to Canadians, and monitoring GC networks for threats and compromises.
	Sami Khoury Head, Canadian Centre for Cyber Security Sami Khoury is the Head of the Canadian Centre for Cyber Security (the Cyber Centre). The Cyber Centre is the single unified source of expert advice, guidance, services and support on cyber security for government, critical infrastructure owners and operations, the private sector and the Canadian public. Sami began his career at the Communications Security Establishment (CSE) in 1992 as a research engineer exploring the impact of emerging multimedia communications technologies. He held various management positions and leadership roles at CSE, including Director General Capabilities Development and more recently as Deputy Chief (ADM) for Enterprise Technologies and Solutions. In this role, he was CSE’s Chief Information Officer (CIO) and responsible for IT and Information Security, as well as leading CSE’s overall Research program and 24/7 Operations Centre. Sami holds a Bachelor of Computer Engineering (1988) and a Masters of Applied Science (1991) from Concordia University in Montreal. He completed a certificate program in Public Sector Leadership at the University of Ottawa in 2016. Sami received the Queen Elizabeth Diamond Jubilee Medal in 2012 and the APEX Award of Excellence for Innovation in 2020.
	Neil Bouwer Vice-President, Innovation and Policy Services Branch, Canada School of Public Service Neil Bouwer has also served as an Assistant Deputy Minister at the Treasury Board of Canada Secretariat, Natural Resources Canada, the Canadian Food Inspection Agency, and the Privy Council Office of Canada; and in executive positions at the Financial Transactions and Reports Analysis Centre of Canada, Human Resources and Social Development Canada and the Business Development Bank of Canada. He has also worked at the Department of Finance and Western Economic Diversification Canada, and has Economics degrees from McGill University and St. Thomas University. Neil actively supports the Government of Canada policy and data communities, the Advanced Policy Analyst Program and the Free Agent HR Program.
	Sony Perron Executive Vice-President, Shared Services Canada Sony Perron joined Shared Services Canada (SSC) in October 2020 as Executive Vice-President (EVP). Prior to arriving at SSC, he held the position of Associate Deputy Minister at Indigenous Services Canada after leading the First Nations and Inuit Health Branch at Health Canada for four years. In fact, Mr. Perron worked for Health Canada for more than 15 years, during which time where he was Assistant Deputy Minister, Corporate Services Branch (2012 to 2014); Director General, Corporate Planning (2011-12); and Director General, Non-Insured Health Benefits Directorate (2010–11). His career path also includes roles at Human Resources and Skills Development Canada (now known as Employment and Social Development Canada), Treasury Board Secretariat, and Economic Development Canada, after spending a few years in the academia and the private sector. He holds a Master of Public Administration from l’École nationale d’administration publique and a Bachelor of Urban Planning from the Université du Québec à Montréal. Sony is the father of three and happily married since 1994. 	Yuan Stevens Policy Lead, Technology, Cybersecurity and Democracy, Ryerson University Yuan (rhymes with Suzanne) Stevens works at the intersections of law, policy, and technology with a focus on privacy and cybersecurity. She holds the position of Policy Lead on Technology, Cybersecurity and Democracy at the Ryerson Leadership Lab and Cybersecure Policy Exchange at Ryerson University. Her work equips society with the ability to understand and patch up harmful vulnerabilities in sociotechnical and legal systems. Based in Montréal, she is a research fellow at McGill University’s Centre for Media, Technology & Democracy and research affiliate at Data & Society Research Institute. She received her BCL/JD from McGill University in 2017. She serves on the board of directors for Open Privacy Research Institute, Head & Hands in Montréal, and previously worked at the Berkman Klein Center for Internet & Society at Harvard University.
	Alan McCafferty Director, Cyber Security Program, University of Ottawa Professional Development Institute Alan McCafferty is a Senior Business Analyst with 25+ years of progressive experience working with public organizations, not-for-profits, start-ups, and multi-national corporations. Educated in Canada, the USA and Europe in multiple disciplines including Engineering, Business, Risk Management, and Lean 6 Sigma, he is the author of more than 25 white papers and the recipient of the Canada Award for Excellence. During his career, Alan has led the delivery of multi-year $1 billion+, mission critical information technology projects. As a Cyber Security SME, Alan was key in the developed of the University of Ottawa’s Professional Development Institute cyber security program and teaches several of the courses. Alan has successfully completed IT, Security, Process, Threat Risk Assessments (TRA), Privacy Impact Assessments (PIA), health and safety projects for federal government departments, provincial healthcare organizations and national not-for-profit organizations. As a senior consultant, he uses his Lean 6 Sigma skills, along with his risk and security experience to help organizations implement low waste, and effective lean processes in areas such as information security management systems, business continuity, department security plans, quality management systems, health, and safety management systems.
	Po Tea-Duncan Executive Director, Cyber Security, Treasury Board of Canada Secretariat Po has over 20 years of experience in the federal government. She currently leads the teams enabling the delivery of secure and reliable government services through the GC’s digital identity program, enterprise security architecture, security strategy and policy development, and Government of Canada Cyber Security Event Management. Prior to joining Treasury Board Secretariat, Po served in a variety of roles at Global Affairs Canada in the areas of systems security engineering, architecture, and incident management.
	Mélanie Robert Executive Director, Open Government and Portals, Treasury Board of Canada Secretariat Mélanie Robert is the Executive Director of Open Government at the Treasury Board of Canada Secretariat (TBS). She leads the Government of Canada’s efforts to open data and information and to increase accountability and citizen participation, and manages Canada’s Open Government and Open Data Portal (open.canada.ca) as well as the Online Access to Information Request Service. With over 20 years of experience in the federal public service, Mélanie has lead business analysis, regulation and enforcement work and communications and consultations for a variety of technology and innovation files. 	Jeff Ball Director, Open Government and Data Governance, Royal Canadian Mounted Police (RCMP) – IM/IT Program Jeff Ball is the Director of Data Governance and Open Government at the Royal Canadian Mounted Police. Jeff has spent the last 18 years working in various roles within the Information Management community including as Director of Open Government at the Treasury Board Secretariat of Canada and as Director of the Information Management Branch at the Royal Canadian Mounted Police. A passionate advocate for the benefits of Open Government and the value of Information Management services, Jeff has been working on creating an open government and data governance branch to help enhance the strategic and responsible collection, use and release of information and data in policing to help enhance trust and accountability.
	Teresa D’Andrea Director General, Digital Services Directorate, Transport Canada As the Director General of the Service & Data Modernization team at Transport Canada, Teresa leads several of the federal government’s signature initiatives aimed at transforming the Government of Canada to a digital-first, data-driven organization. Internationally recognized for her leadership in managing digital service solutions at scale, Teresa remains a champion for the average user and is committed to ensuring technology’s evolution is driven by humanity.
	Patrick Mathieu President Hackfest.ca & Offensive Security @ LogMeIn Patrick is co-founder of Hackfest.ca and has been involved in the computer security field for over 20 years and is currently working as an Offensive Security Lead at LogMeIn. Patrick has a B.Sc. and a DEC in Computer Science and has always been active in the community and in security events. In addition to his background in application penetration testing and offensive security, he has been a speaker for over 10 years and has offered workshops at Def Con, Blackhat, DerbyCon and many other local events in Quebec such as JiQ, LesAffaires, Web à Québec and many universities and colleges. In addition to his involvement in the computer security community, he is an advisor on the committee of the first cybersecurity policy of the province of Quebec and a participant of the largest technical security podcast La French Connection (https://securite.fm).
	Guy-Vincent Jourdan Professor, Faculty of Engineering of the University of Ottawa Guy-Vincent Jourdan is a full professor at the Faculty of Engineering of the University of Ottawa, where he leads the Software Security Research Group. He joined the School of Electrical Engineering and Computer Science as an associate professor in June 2004, after 7 years in the private sector as C.T.O. and then C.E.O. of Ottawa-based Decision Academic Graphics. He received his PhD from l’université de Rennes/INRIA in France in 1995 in the area of distributed systems analysis. His research interests include distributed systems modeling and analysis, software security and cybercrime detection and prevention.
	Steve Vaillancourt Cyber Security Instructor, Cyber Centre Learning Hub Steve Vaillancourt is an information security veteran with over 20 years of experience in cyber security and ethical hacking. Today, he is the senior cyber security instructor for the Canadian Centre for Cyber Security, specializing in cryptography, incident handling, online privacy, and telework cyber security.
