Breakout Room 1: Supporting regulatory efficiency for project reviews

Purpose: To initiate a conversation on priorities related to project reviews and opportunities to increase efficiency

Facilitator(s): Deborah Quaicoe, Director of Regulatory Efficiency, Major Projects Office  

Overview: MPO to set the stage and facilitate a conversation on project reviews

Questions:

  • What pain points are you experiencing with regard to project reviews?
  • What efficiencies could the federal government make to help streamline project reviews?  
  • What innovative way to improve regulatory efficiency have you experienced?  What were the pros and cons?


Breakout Room 2: Getting products to market faster

Purpose: To initiate a conversation on pain points related to product approvals and opportunities to address these barriers.  

Facilitator(s): Linsey Hollett, ADM, Regulatory Operations and Enforcement Branch, Health Canada

Overview: HC to set the stage and facilitate a conversation on the challenges stakeholders experience bringing products to market. HC’s stage setting to include information on working with other countries to conduct joint reviews or mutually recognize assessments, as well as the use of regulatory sandboxes to allow for safe and effective approvals of innovative products. 

Questions:   

  • What are the key factors that slow down your ability to bring new or improved products to the Canadian market?
  • Are there areas where Canadian requirements differ significantly from those of key trading partners, creating delay or duplication?
  • What would make federal approval pathways more predictable or easier to navigate?

Breakout Room 3: Reducing barriers to business productivity (FR)

Purpose: To initiate a discussion on regulatory challenges and red tape that hinder productivity and solutions addressing these challenges.

Facilitator(s): Megan Nichols, ADM/Judy Meltzer, AADM, Environmental Protection Branch, Environment and Climate Change Canada

Overview: ECCC will set the stage for the discussion by presenting some of their initiatives intended to reduce red tape for businesses. ECCC would then facilitate a conversation on irritants (both ECCC and other departments) and discuss possible ways to address them.  

Questions:  

  • What are the major regulatory barriers to productivity?
  • How do they impact businesses? What could be accomplished if these barriers were removed?
  • Are there innovative ways that these barriers could be removed while maintaining the integrity of the regulatory system?

Breakout Room 4: Enhancing regulatory service delivery

Purpose: To initiate a discussion to pinpoint challenges related to regulatory service and identify areas where the government could drive positive change

Facilitator(s): Robert Ianiro, VP, Policy and Programs, Canadian Food Inspection Agency  

Kasi McMicking, ADM, Strategic Policy, Innovation, Science and Economic Development Canada

Overview: CFIA will facilitate a discussion with stakeholders on service delivery.  They will highlight some of their perspectives, given their experience in this space, as well as initiatives they have undertaken to improve service to stakeholders.  

Questions:

  • What types of service issues do businesses experience the most with meeting federal requirements and regulations? (prompts could be: predictability, efficiency, access to clear information, responsiveness, duplication of effort, etc.)
  • What are some examples of service improvement that are working well, and why?
  • How could federal regulators deliver better service to businesses?

Breakout Room 1: Supporting International trade and greater efficiency at the border

Purpose: To initiate a conversation on regulatory challenges at the border and ways to address these challenges.  

Facilitator(s): Kelly Acton, VP, Strategic Policy Branch, Canada Border Services Agency

Overview: CBSA to set the stage and facilitate a conversation on regulatory border challenges. Discussion to include updates to CBSA Assessment and Revenue Management (CARM) and actions being taken to address issues previously identified by stakeholders. 

Questions:

  • What irritants are you experiencing with regard to the border?  
  • How do they impact your business?
  • How could the federal government address these issues?


Breakout Room 2: Policy Tools for Red Tape Reduction

Purpose: To initiate a conversation on the Cabinet Directive on Regulations and associated policies and guidance and how they can be improved to address red tape.

Facilitator(s): Jenelle Power, Executive Director, Red Tape Reduction Office, Regulatory Affairs Sector, Treasury Board of Canada Secretariat

Overview: TBS to set the stage and facilitate a conversation on the Cabinet Directive on Regulations and related policies and guidance. Topics could include the Red Tape Reduction Act (RTRA) and elements contained in the Cabinet Directive on Regulations that could be improved or reimagined.  

Questions:   

  • What elements of the Cabinet Directive on Regulations (including policy and guidance) are working well?
  • What pieces of the Cabinet Directive on Regulations (including policy and guidance) could be improved?
  • If you were to reimagine the Cabinet Directive on Regulations, what would that look like?
