Strategic Environmental and Economic Assessment
The Cabinet Directive on Strategic Environmental and Economic Assessment (SEEA) modernizes environmental and economic analysis in the development of policies, programs, and regulations intended for Cabinet or funding consideration. The Directive applies to Memoranda to Cabinet, Treasury Board submissions, funding proposals, and regulatory proposals from any federal department, agency or organization.

Assessment Process
Since its inception in April 2024, the application of the SEEA requires the use of a standardized template, the Climate, Nature and Economy Lens (CNEL).
Federal public servants are encouraged to consult Environment and Climate Change Canada's GCXchange SEEA page (accessible only on the Government of Canada network) for additional material to support their SEEA implementation.
