GC Innovator Living Library

Welcome to the GC Innovator Living Library! This initiative aims to facilitate connection and information sharing among public servants in the GC innovation community.

What is it?

A catalogue of the names and contact information of experienced GC innovators who have volunteered to share their time and stories as ‘living books’. This catalogue is evergreen. Living books can be added or removed at any time.

How does it work?

Public servants can browse through a variety of living books and pick one to ‘borrow’. They can do this by sending an email to the living book to express interest in setting up a one-on-one conversation.

How can I be added as a living book?

Send an email to the Hubs & Labs Meetup Team with the following in both English and French:

  • 1-2 sentences introducing yourself and what you do
  • Your areas of expertise in the public service and/or innovation space, in 2-3 bullets (e.g. Policy, IT, Regulatory, HR)
  • Your language(s) of choice (English, French, both)
  • 1-2 fun facts about yourself
  • Contact information (e.g. work email address)
  • A headshot/photo/avatar of yourself

Hello, I’m Bruce Radburn, born in Ottawa, and have lived in Montreal, Toronto, Vevey and D.R. with lots of world travel. Although I started my career in international, I’ve shifted towards public service innovation for many years including the Innovation Hubs & Labs, BluePrint and Beyond 2020. I’ve had the opportunity to help launch three employee idea programs, developed innovation as part of a 25-year plan at the SBU at Nestlé S.A. in Switzerland. My experience and passion for innovation stuck with my as I returned to Ottawa, and now I’m a Senior Innovation Advisor. I like to practice what I preach as an entrepreneur at heart, try to be a first-mover, and for example contributing ideas and creating new events for GCWCC as the Campaign Lead for 2023.  Also a self-proclaimed futurist, with long time studies in strategic foresight. Strategic foresight/futurism, innovation policy, public service innovation, policy community of practice, experimentation English I secretly love the gig economy and as side-gigs I’m a professional driver, actor, game-inventor, sports coach and DJ/event producer Bruce.radburn@agr.gc.ca

I have a passion for building high performance teams that build high performance services, using the latest advancements in technology and management technique to achieve incredible outcomes.  I encompass a unique space from global to ground perspective, taking into account all environmental variables.  My future goal is to transform a single organisation in its entirety to give us a glimpse of what the 22nd century citizen centric service delivery with enabled employees can achieve.
  • Leading edge technology adoption: Artificial Intelligence (AI), generative AI, data science, digital sovereign currency, distributed autonomous organisations
  • Transformation, Change Management, process redesign: strategic innovation as a DM and ADM tactical enabler, transformation from vertical to horizontal service delivery (and vice-versa), project excellence,
  • Organisational Enablement: Governance/policy, high performance HR plans, foresight, IT strategy, new service introduction, as well as CoP and CoE as operational bodies of knowledge/lessons learned.

I have architected leading AI organisations and government services.

I have an uncanny ability to predict future outcomes, both organisational, policy, and technology.  In addition, I have been credited of having a unique ability to identify, predict and manage “unknown unknown variables”.

Another strong asset is route cause identification and novel solutions.  I exist in the unique placement of being strategically aware, operational excellence and strong project management capabilities combined with appropriate risk management.

English and french Learning and collaboration are like oxygen, I am sector agnostic, having operated in the military, charity, not for profit, academic, government and start-up environments with equal success.

I worked 3 adults jobs prior to becoming an infantry soldier enlisting at 16.  I play/coached ultimate (frisbee) and previously enjoyed running and judo.

Josée Desjardins I'm Josee Desjardins, my personal stats are as follows, survivor, lifelong public servant, wife of 15 years, and mom to teen son.

Born in Gatineau, QC, I have lived in and around the Gatineau-Ottawa region nearly all my life, aside from a few years in the GTA. My early years were very chaotic, in all, I attended 8 schools before Grade 9, and relocated more than 27 times before the age of 23.

I spent years working various jobs in the private sector before attending Algonquin college (Law Clerk program 2001-2003). Attending college solidified my decision to join the public service, I started as a student at PCO and worked part time hours while in college full time.

I now have two decades of administrative experience working within the Machinery of Government (MoG), in order PCO, Justice, formerly INAC and AANDC, RCMP and now TBS.

Resilience + Emergency Management - great under pressure

Internal MoG processes and Executive services

English and French I like to try my luck at community and radio contests and have won some cool knick knacks over the years. josee.desjardins@tbs-sct.gc.ca
