GC Innovator Living Library

Welcome to the GC Innovator Living Library! This initiative aims to facilitate connection and information sharing among public servants in the GC innovation community.

What is it?

A catalogue of the names and contact information of experienced GC innovators who have volunteered to share their time and stories as ‘living books’. This catalogue is evergreen. Living books can be added or removed at any time.

How does it work?

Public servants can browse through a variety of living books and pick one to ‘borrow’. They can do this by sending an email to the living book to express interest in setting up a one-on-one conversation.

How can I be added as a living book?

Send an email to the Hubs & Labs Meetup Team with the following in both English and French:

  • 1-2 sentences introducing yourself and what you do
  • Your areas of expertise in the public service and/or innovation space, in 2-3 bullets (e.g. Policy, IT, Regulatory, HR)
  • Your language(s) of choice (English, French, both)
  • 1-2 fun facts about yourself
  • Contact information (e.g. work email address)
  • A headshot/photo/avatar of yourself

Steph Percival has been a public servant with the Government of Canada for 15 years. Currently, she manages a Transformation Enablement team at Shared Services Canada. She believes that a thriving, healthy workplace is the cornerstone of exceptional service delivery. Steph’s multidisciplinary experience spans fields that include policy, communications, engagement, human-centred design, and experimentation. Guided by positive disruption, Steph has built a career centred around innovation, creativity, and empowerment. Bruce Radburn, born in Ottawa, and I’ve worked in public service innovation for many years including the Innovation Hubs and Labs, BluePrint and Beyond 2020! I’ve had the opportunity to help launch three employee idea programs, developed innovation as part of the Strategic Business Unit at Nestle S.A. in Switzerland, and now substantively part of the Innovation Policy team within AAFC. I like to practice what I preach as an innovative entrepreneur at heart, try to be a first-mover, and for example contributing ideas and creating new events for GCWCC. Also a self-proclaimed futurist, with long time studies in strategic foresight. Since September 2021, Catherine has held the position of Project Manager at the Federal Council's Innovation Laboratory of Quebec. Passionate about the opportunities to contribute to innovative projects within the GC, she finds genuine inspiration in this role, particularly with regard to:

I manage a team of experts at ESDC’s Transformation Accelerator Hub that provide Design Thinking services to rapidly build and test client-centric solutions to drive service transformation. Our services are product, time and Transformation driven: in 12 weeks or less we co-develop end-user tested prototyped solutions to real business problems while building capability in Design Thinking methodology and modern ways of working with our ESDC clients (the problem owners). Certifications: IDEOU Advanced Design Thinking, IDEOU Human-Centered Design, ProSci Change Management Practitioner, Managing Success Programmes (MSP).

I have experience supporting program redesign, developing and testing a policy to service continuum framework and driving service delivery modernization across multiple business lines.

Currently I am the lead on a Journey Lab that will serve as the first use case of a new service being stood up in the department. Journey Labs provide an end-to-end service to improve client and employee experience using a cross-organizational and iterative approaches to test and refine a working Minimum Viable Product that offers immediate value and drives incremental progress toward an ideal future state.
