Lead, Digital Communication & Change Management (AS-05)
- Leads and manages digital transformation related communications, including the development of communication strategies, key messages and other associated communications products needed to help ensure stakeholders are well informed and prepared for digital transformation related changes;
- Drafts communications in support of digital projects and initiatives;
- Assists in the development of web (internal and external) and social media content as it relates to CAS’ digital transformation initiatives;
- Leverages change management methodologies, processes, and tools to create change management strategies, plans, and other associated change management products that helps support the adoption of the changes stemming from various digital transformation initiatives;
- Defines and manages an appealing visual identity and produces digital communications assets to improve engagement and communications to internal and external stakeholders;
- Aids in the development and management of a team of Change Ambassadors across CAS who will work in parallel to increase comprehension and adoption of digital transformation related changes; and
- Organizes events to foster innovative thinking and excitement around the digital transformation agenda. Develops and maintains an activities calendar supporting communications and change management strategies.
Manager, Service, & Inclusive Design (IT-04)
- Performs User Research with the users to ask the right questions to get the right answers;
- Designs the User Journey Map to identify pain points and issues that need to be addressed in each service;
- Plan and execute co-creation workshops with stakeholders to propose the most viable solution for a given problem;
- Use the available resources to prototype services to validate ideas and iterate on it; and
- Design the Service Blueprint and prepares it to be presented and delivered to the client.
Manager, Cloud, & Digital Workspace (IT-04)
- Develops Digital Workplace program: leads the planning, communication, assessments, and implementation of key digital projects for the deployment and support of the digital workplace (ex: M365, etc.);
- Monitors analytics and tool usage assesses what tools are and are not working for the organization and improve upon processes to make the experience seamless and maximize impact;
- Provides a suite of accessible, modern, and secure cloud-based tools for enhanced productivity, collaboration, web conferencing and email;
- Equips the GC workforce with modern workspaces and secure workplace devices; and
- Establishes enterprise standards for back-office tools and solutions.
Talent Management, Acquisition & Learning (AS-05)
- Leads HR planning initiatives;
- Analyzes information or data from various sources, developing options, and providing advice and recommendations on HR matters in one of the following disciplines: staffing, classification, labor relations (collective bargaining/compensation), learning, or HR/ Succession Planning;
- Researches, interprets, and applies policies, directives or guidelines related to Human Resources;
- Supports the development of policies, guidelines, directives and/or programs related to Human Resources;
- Leads and implements human resources management projects or initiatives;
- Supports and facilitates the training sessions or workshops;
- Supports and facilitates the change management events;
- Liaises with stakeholders to define and manage the delivery of training content to help increase the digital maturity of the organization; and
- Engages CAS subject-matter experts to ensure that training activities and / or materials for new digital solutions are developed and made available to stakeholders at the time of implementation.
Project Manager (IT-03)
- Plans and implements projects;
- Helps defining project scope, goals, and deliverables;
- Defines tasks and required resources;
- Identifies and manages project team;
- Manages budget
- Allocates project resources;
- Creates a schedule and project timeline;
- Tracks deliverables;
- Supports and directs team;
- Leads quality assurance;
- Monitors and reports on project progress;
- Presents to stakeholders reports on progress as well as problems and solutions;
- Implements and manages change when necessary to meet project outputs; and
- Evaluates and assesses the result of the project.
Portfolio Analyst (AS-03)
- Develops, maintains and improves IT Project Portfolio Management methodologies and processes;
- Develops dashboards, graphics, and reports for executive management and others;
- Coordinates with the project managers and other IT unit managers on project, workload, and IT asset information and processes;
- Helps defining and implementing portfolio management (IT Project Governance) policies and processes to support fact-based decisions on investments into Information Technology projects;
- Supports discussions and activities regarding IT project funding, resourcing and prioritization while advocating for the business as it relates to programs and projects;
- Supports processes for funding and execution of IT programs and projects Perform portfolio balancing activities;
- Supports program and projects through portfolio planning and execution;
- Evaluates and manages risks to the portfolio;
- Analyzes all new requests for IT resources for all projects;
- Provides status reports for all IT projects and plan all resource requirements for projects; and
- Prepares required reports and provides support to, and produces metrics, for all projects.
Cloud Cyber Security Officer (IT-03)
- Assists in the design and build of cloud security architectures, ensuring security is a core part of the design and development of the clients’ cloud solutions;
- Reviews the clients’ existing cloud security measures and processes, advising on best practices and recommendations based on leading industry insights;
- Ensures the appropriate security tooling, automation and operational processes and models are in place to support our clients’ journey to cloud;
- Maps security controls to compliance requirements for cloud environments;
- Recommends security configuration standards for cloud services to include, but not limited to, AWS, AZURE, Google;
- Conducts security risk assessments, evaluates security services and technologies, and reviews and documents information security policies and procedures as well as provides monitoring and oversight for alerts in the Cloud environment;
- Works with IT to review and assess the security of cloud network, server, and service architecture;
- Produces metrics and reports on the cloud security posture of department cloud systems
- Monitors and respond to cloud security events and incidents;
- Plans, implements, and directs Cloud related cybersecurity Infrastructure and cybersecurity projects;
- Validates that system designs meet compliance requirements;
- Develops and writes SOPs; and
- Automates security controls, data and processes to provide better metrics and operational support.
Enterprise Application Development Platform (IT-03)
- Configures, integrates, and supports Dynamics 365 CRM in line with best practices;
(Dynamics) Technical Assessment – Platform Architect
- Develops and maintains a platform roadmap;
- Ensure platform security settings are properly configured as per best practices;
- Assist with the integrates existing systems and services into the Dynamics infrastructure;
- Assists with deployment and provisioning activities;
- Integrates Dynamics 365 with other systems; and
- Delivers technical design documents for Dynamics 365 platform.
Senior Business Analyst (AS-06)
- Creates a detailed business analysis, outlining problems, opportunities, and solutions for a business;
- Produce all the business analysis documentation necessary to support projects;
- Evaluates business processes, anticipates requirements, uncovers areas for improvement, and recommends solutions;
- Leads ongoing reviews of business processes and develops optimization strategies;
- Conducts meetings, consultations, and presentations to share ideas and findings;
- Elicits and documents requirements with stakeholders, clients, and subject matter experts;
- Gathers critical information from meetings with various stakeholders and produces useful reports/documentation;
- Ensures solutions meet business needs and requirements;
- Supports user acceptance testing;
- Support clients by providing user manuals/guides and training sessions on solutions;
- Serves as a liaison between stakeholders and IT;
- Works closely with clients, IT staff, project teams and managerial staff;
- Prioritizes initiatives based on business needs and requirements;
- Plays a significant role in aligning the needs of business units with the IT capabilities;
- Stays up to date on the latest processes and IT advancements to automate and modernize systems;
- Support the managerial staff in developing new IT strategies; and
- Communicates insights and plans to cross-functional team members and management.
Lead, Digital Strategic Policy (EC-04)
- Leads / supports the development of policy frameworks for digital services for CAS, to ensure that CAS is properly positioned to meet evolving needs with respect to the life cycle management of its complete range of digital and data services;
- Leads / supports the development of the multi-year digital plans for the Department;
- Supports in the provision of strategic advice to the DCDO and the CDO on all aspects of multi-year and annual digital planning and policy development;
- Provides analysis, advice, and recommendations to CAS / clients regarding the management of digital programs and policies;
- Leads /supports the policy files focused on the digital transformation of the courts, which includes managing the development, implementation, promulgation, and evaluation of digital and data management policies for CAS; and
- Supports the development of Memoranda to Cabinet, TB Submissions, budget letters, and fulfilling the Branch’s reporting requirements, including CDO input to corporate reports.
Information Management & Privacy Architect (AS-07)
Key Responsibilities:
- Design and implement information management strategies that align with the organization's commitment to corporate initiatives and judicial independence.
- Lead the Information Management team by providing administrative support and provide expertise to other team members.
- Leading a forum of information sharing to promote consistency in IM and recordkeeping practices and to remain up to date with current IM initiatives
- Collaborating with various stakeholders develop information management policies and retention schedules to ensure the efficient and secure handling of digital information assets
- Provide support during the design, implementation and integration of systems that depend on the information management tools
- Leads the analysis of requirements from IM and Privacy to be embedded into governance processes to ensure strategy and delivery alignment, including but not limited to policy & Standard controls and capabilities, assessment improvements,
- Provides guidance and expertise on privacy matters, assist the organization in identifying privacy risks, and ensures compliance with relevant data protection standards
- Leads a team of subject matter experts and ensures corporate training and awareness programs on IM and privacy principles, polices and best practices.
- Collaborate with the internal audit team to conduct audit and assessments, identify gaps and implement corrective actions.
- Performs privacy security assessment to categorize and classify information based on its sensitivity and provide guidance to the business regarding the inherent and residual risks.
Senior User Researcher (IT-03)
- Collaborates with designers and stakeholders to understand research needs;
- Defines research questions and selecting appropriate methods of data collection;
- Develops budgets and timelines for research projects;
- Recruits participants for research studies;
- Conducts design research studies and analyzing the data collected;
- Transforms the findings into easily understandable insights; and
- Presents the findings to designers, developers, and other stakeholders.
Communications & Change Management Analyst (AS-03)
- Assists in the development of digital transformation related communications, including the development of communication strategies, key messages and other associated communications products needed to help ensure stakeholders are well informed and prepared for digital transformation related changes;
- Assist in drafting communications in support of digital projects and initiatives;
- Provides logistical assistance, formatting, and input into various communication vehicles (e.g., Monthly Newsletter);
- Assists in the development of web (internal and external) and social media content as it relates to CAS’ digital transformation initiatives;
- Leverages change management methodologies, processes, and tools in support of the creation of change management strategies, plans, and other associated change management products that helps support the adoption of the changes stemming from various digital transformation initiatives;
- Helps maintain and promote the use of the branding identity and supports in the production of digital communications assets to improve engagement and communications to internal and external stakeholders;
- Participates and helps in the management of a team of Change Ambassadors across CAS who will work in parallel to increase comprehension and adoption of digital transformation related changes;
- Helps organize events to foster innovative thinking and excitement around the digital transformation agenda; and
- Helps maintain an activities calendar supporting the communications and change management strategies.
Senior Tech Lead, Analytics Platforms (IT-03)
- Design and implement new databases based on the needs of the organization
- Install, upgrade, and manage database applications. Ensure that databases operate efficiently and without issue.
- Establish and enforce data standards to ensure the security and integrity of the data.
- Develop and maintain backup and recovery processes to ensure data availability and consistency.
- Regularly monitor system performance and troubleshoot issues as the arise.
- Serve as a liaison with clients to help guide them in how to extract the necessary data when requested.
- Document database design, specifications, and standard operating procedures.
- Liaise and provide guidance during business transformation initiatives to ensure that the data best practices are being applied.
Automation Senior Developer (IT-03)
- Supervises work teams and leads project teams in the planning, design, development, testing, implementation, integration, maintenance, and support of automation software solutions and services for clients;
- Conducts or coordinates business analysis, feasibility studies and impact analysis of automation software solution requirements and produces supporting technical reports and documents. Recommends alternatives and solutions to address opportunities for service enhancements that optimize business value;
- Provides specialized technical advice and guidance to management, colleagues and clients on the design, development, integration, testing, implementation and maintenance of IT applications, software, and tools. Conducts cost-benefit analyses, prepares reports and develops documentation for software solutions. Recommends and implements improvements to work processes, standards, procedures, and services;
- Represents the team in meetings with managers, clients, technical staff, and suppliers to obtain agreement on requirements for services or the resolution of technical issues;
- Leads projects and provides advisory services and functional leadership to project teams composed of technical staff and contractors, on complex technological issues affecting the development, testing, implementation, integration or maintenance of software solutions and services; and
- Supervises and provides leadership to analysts and technicians and ensures their ongoing professional development.
Senior Data Analyst (Data Architect) (EC-06)
- Collaborates and coordinates with multiple departments and stakeholders to identify data sources and business value in these data assets
- Collaborate with data producers, data consumers and stakeholders to understand their data requirements and translate them into effective data models
- Creating visual representations, such as charts, graphs and dashboards, to effectively communicate insights and findings to stakeholders and decision makers
- Preparing comprehensive reports, dashboards and presentations that highlight key findings, trends and actionable recommendations based on data analysis
- Collaborating with cross-functional teams and provided data-driven insights to support strategic decision-making
- Develop conceptual, logical, and physical data models that capture the structure, relationships, and flow of data across systems and applications
- Create and maintain data models that accurately represent the organization’s data assets. Define data entities, attributes, relationships, and data dictionaries.
- Implement data standards and ensure compliance with data privacy regulations.
- Collaborate with other teams to maintain the quality and accuracy of data.
- Provide guidance and expertise to the IT and development teams during the design and development phases to ensure data best practices are followed.
Demand & Governance Officer (AS-03)
- Provides administrative support to the effective operation of the governance committees (e.g., NJC, CJSC, IRB, etc.) and Digital Business Councils;
- Develops, administers, and monitors the governance Calendar, records of decisions, meeting minutes, etc. ensuring organizational compliance is maintained throughout the year;
- Supports development of a governance and risk framework to assist the department in risk management related processes, systems, templates, and forms;
- Continuously reviews governance procedures and risk controls to ensure continuous improvement in the delivery of the governance and risk management functions;
- Develops, reviews, and implements governance policies and organizational directives related to service and digital initiatives;
- Provides support in the development and implementation of a new demand management framework; and
- Contributes to business planning activities focusing on continuous improvement in governance and risk management.
Inclusive Design & Test Automation Analyst (IT-02)
- Conducts research, analysis, development, testing and implementation of changes to software solutions and services;
- Designs, develops, tests, implements, and maintains software solutions on various technology platforms and provides quality assurance activities;
- Produces automated test programming and test specifications, writes new or modifies existing produces technical documentation such as test plans, test cases and test reports;
- Participates in the selection, installation, configuration, testing and development of software tools and ensures adherence to the programming, testing and development standards;
- Provides technical advice, application assistance and delivers training sessions to internal and external clients;
- Ensures adherence to standards and guidelines such as accessibility and bilingualism;
- Participates as a member on projects, providing guidance on the quality of the product based on the approved standards and guidelines.
Vendor Management & Agile Procurement Technical Advisor (IT-03)
- Manages the external vendor relation;
- Develops, implements, and coordinates vendor processes and methods to approve vendors; Formulate workflow processes, methods, and policies for applying vendors;
- Prepares processes for as well as manages analysis, selection, and transition;
- Ensures enterprise-wide needs for due diligence, risk assessment and continuing vendor monitoring are being accomplished;
- Collaborates with IT areas to ensure contracts are leveraged efficiently and effectively;
- Monitors contractual agreements for all IT function’s vendors;
- Tracks, evaluates, and develops reports on vendor performance;
- Ensures that any issues with vendors are reported to management and dealt with in an efficient and effective manner;
- Continually identifies and implements enhancements to vendor management practices and processes; Performs as functional bridge between external vendors and internal stakeholders and coordinates all vendor management tasks;
- Monitors contractual agreements for all IT function’s vendors; and
- Represents the IT department/agency in discussions with managers and IT specialists/suppliers to resolve technical issues, and with clients and stakeholders to liaise, collaborate, negotiate, and obtain agreement on the requirements for, or the delivery of, services;
- Stimulates steady process enhancements, leveraging agile procurement and vendor management approaches, to increase operational efficiency in business-partner processes; and
- Represents the IT department/agency in discussions with managers and IT specialists/suppliers to resolve technical issues, and with clients and stakeholders to liaise, collaborate, negotiate, and obtain agreement on the requirements for, or the delivery of, services.
Network Systems Technician, Infrastructure and Network Services (IT-02)
Some duties include:
- Perform daily checks on various systems, monitor incoming email notifications and perform visual inspection of the data centre
- Monitor and action tickets assigned to the Infrastructure and Network Services team
- Troubleshoot/Resolve network/application related issues
- Deploy servers (physical or/and virtual) and perform system and Operating System upgrades (including network applications)
- Create/Update technical documentation for various audiences
- Participate in Projects as an Infrastructure and Network Services resource
- Perform user and access management
- Improve/automate processes to boost efficiency (scripts)
Network Systems Technician, Infrastructure Engineering Services (IT-02)
Some duties include:
- The deployment, testing, documentation and administration of Wi-Fi infrastructure
- The installation, configuration and administration of L2 and L3 network switching (Dell-EMC, Juniper, Cisco, and others) and their related systems
- The investigation and evaluation of cloud based network monitoring, IT asset management, IP asset management and data center inventory management tools
- The documentation of the uplinks between LAN Switches and the enabling of flow monitoring between them
- The set up of flows for WAN circuits on CAS-managed devices, and the removal of flows from SSC managed devices
- Network flow analysis, monitoring, and performance auditing
A Network Systems Technician, Infrastructure and Network Services (IT-02)S-05 – Lead, Performance Measurement (BBB)
This person will lead ITSD's performance measurement function, including the following:
- Monitor the realization of planned benefits (from projects, activities, investments…)
- Produce and maintain various performance reports & balanced scorecards
- Coordinate the tracking and resolution of ITSD's Management Action Plans
- Lead and monitor ITSD's MAF activities and responses
- Coordinate the agenda and production of materials for ITSD's Quarterly Performance Management meetings
- Track the achievement of various corporate commitments (Risks resolution plans, DP, DRF…)
- Act as the Liaison for ITSD and attending briefings and formal meetings with Corporate Planning and TBS to seek guidance and clarity
AS-07 – Chief of Staff & Strategic Advisor to the CIO (CBC)
This person will work closely with the ITSD management team to ensure the division is a high-performing organization. To achieve this, this individual is expected to:
- Conduct research and strategic analysis to review material, produce executive briefings, options and recommendations for the DG and other senior executives
- Review files and manage the directorate’s quality control and assurance processes and workflows to ensure the timely and quality completion of the directorate’s deliverables
- Lead and coordinate the resolution of various issues and urgent requests for the division
- Manage the personnel and the operations of the Office of the Chief Information Officer
- Develop guidelines and processes to enhance operational efficiency and communications across the DG’s office and the entire division
AS-04 – Talent Acquisition Analyst (CBC)
To support our digital transformation journey, ITSD will be staffing many positions and is looking to staff many positions in the coming months. We are therefore looking for a talent acquisition analyst to work closely with CAS' HR team and hiring managers to attract top talent into our team. To achieve this, this individual is expected to:
- Research and identify potential candidates through social media and other channels
- Contact potential candidates to share information on open positions and stories about our work environment
- Entice potential candidates to apply to our open positions and competitions to conduct a preliminary assessment of right fit and to answer any questions they may have.
IT-04 – Manager, Automation Services (CBC)
This manager will lead the delivery of solutions using automation technologies such as Robotics Process Automation and the Microsoft 365 Power platform. The manager will also support upskilling CAS employees to better leverage these modern technologies. This is a new team and there is lots of excitement regarding the value that automation technologies can provide to improve court operations. This is a great opportunity for a leader who wants to build and scale a service team and who is interested in working with clients to help optimize business processes.
IT-04 – Manager, Cloud and Workplace Tools (CBC)
The manager will lead CAS' journey to leverage modern, secure cloud-based tools for enhanced productivity, collaboration and email, and equipping the GC workforce with modern workplaces and secure devices; while aligning to best practices specific to the judicial sector, such as recommendations from the Blueprint for the Security of Court Information.
IT-03 – Technical Advisor, Enterprise Architecture (English or French essential)
This person will work with the EA lead and collaborate across the organization to define our target state, create roadmaps, develop application and technology standards, align technology implementations with the department’s strategies and priorities, and ensure considerations from all architecture domains (business, information, application, technology and security) inform decisions.
IT-03 – Client Portfolio Lead (BBB)
This person will work closely with one of CAS' business lines and play a pivotal role in understanding the client business unit's priorities, needs and wants, and liaise with ITSD to ensure that the right people and teams are mobilized to deliver digital services to meet the client's needs.
EC-07/IT-04 – Manager, Service Design (CBC)
This person will lead our business analysis and service design teams to embed human centered design practices into the way we work so that we can better understand user needs and the problems we want to solve, which will ultimately lead to the delivery of better solutions.

Staffing Process
First and foremost, this page is used to encourage at-level public servants to come work at CAS through a secondment, deployment or Interchange Canada agreements. GC Free Agents are more than welcomed!

Classification
To accelerate staffing, some of the opportunities listed here are being shared in advance of being formally classified. Meaning that the proposed language profiles, levels and groups - which impact rates of pay - are tentative and may change following the results of a formal classification assessment.
