The Treasury Board of Canada Secretariat is writing this whitepaper to pull together our thinking on how to shift government to an “Open” approach. This paper will unpack and get into the details on the subject of “Open” in order to inform a few initiatives, including the new Enterprise Architecture Review Board (EARB) in setting standards (open standards, open source software (OSS)) that would influence our technological ecosystem as well as our Information Management - Information Technology (IM-IT) practices. Hopefully, this whitepaper will lead to a number of strategic changes to the Government of Canada (GC) approach, including an IM-IT digital strategy that favours the use of open standards as well as OSS and that this would be a central part of the GC digital policy. It's not just open standards and OSS, we're also including open source code, open market and open culture.

Le Secrétariat du Conseil du Trésor du Canada rédige ce livre blanc pour rassembler nos réflexions sur la façon de faire passer le gouvernement à une approche « ouverte ». Ce document déballera et entrera dans les détails sur le sujet de « Ouvert » afin d’informer quelques initiatives, y compris le nouveau Comité d’examen de l’architecture d’entreprise (EARB) dans l’établissement de normes (normes ouvertes, logiciels libres (OSS)) qui influenceraient notre écosystème technologique ainsi que nos pratiques de gestion de l’information - technologie de l’information (IM-IT). Espérons que ce livre blanc entraînera un certain nombre de changements stratégiques à l’approche du gouvernement du Canada (GC), y compris une stratégie numérique de IM-IT qui favorise l’utilisation de normes ouvertes ainsi que d'OSS et que cela constituerait un élément central de la politique numérique du GC. Il ne s’agit pas seulement de normes ouvertes et d’OSS, nous incluons également du code open source, un marché ouvert et une culture ouverte.
