Do you have a project that you would like to pursue with an organization outside the Government of Canada? Does the project fall within one of the following 3 categories?:

If so, then, the RPIA Program may be for you!

The RPIA Program is a TBS unfunded contribution program (that is, funding must be sourced from the existing budget of the sponsoring sector). Sectors across TBS can use the program, which aims to support initiatives led by third-party organizations that contribute to the effectiveness of public service management practices. This includes the improvement, advancement and promotion of public sector policy research, experimentation, and engagement. Given that the RPIA Program is a contribution program which aims to increase knowledge related to emerging public sector or public service policy issues, initiatives should not directly benefit the Government of Canada. Projects that directly benefit the Government of Canada or TBS may be better suited to a contract. RPIA is co-administered by Planning and Priorities (P&P) and Corporate Services Sector (CSS) within TBS.

The application process takes approximately 4 weeks to complete, though this can vary depending on the capacity of the sponsoring sector and the recipient, as well as the complexity of the proposal. Please plan ahead to make sure your contribution agreement will be signed before the initiative begins.

To begin the process, a proposal must be submitted to the RPIA Program Office. Once it is submitted, the RPIA Program Office will work with the Financial Management Directorate (FMD) within CSS to review the proposal and will assess it against financial policies, program objectives, and the terms and conditions of the program. The sponsoring sector will receive a recommendation in approximately one week, which will indicate whether the proposal is eligible, or whether additional information is required to determine eligibility.

Once a proposal is deemed eligible, the sponsoring sector can finalize the drafting of a Contribution Agreement. More information regarding these next stages will be provided once the proposal is approved. Projects under $100,000 will ultimately require ADM approval, while projects that are $100,000 and over will require approval by the Secretary.
