Regional Diversity Scan 2019-20

Current Context of Diversity and Inclusion Data

Racism and discrimination continue to manifest themselves in Canada in various aspects of life and create multiple barriers to full participation in Canadian society. Discrimination is the driving force behind the marginalization and exclusion of vulnerable groups and undermines social cohesion.

While many datasets on diversity and inclusion currently exist, largely at Statistics Canada from the Census and the General Social Survey, their format does not always meet some specific needs, or they have not been used to their full potential:

  • The traditional use of quantitative data is not always effective in reflecting certain social realities, particularly when the discrimination is multiple and intersectional.
  • The rich regional diversity of the population and its social and economic situation, as well as a growing desire to access information at a specific geographical level, raise challenges in terms of methodology, confidentiality and data dissemination.

While several initiatives are underway at Statistics Canada to address these challenges, new creative methods of using existing data can maximize the data currently available.

L'analyse de la diversité régionale fait partie d’un exercice annuel d’analyse de la conjoncture et vise à identifier, à recueillir, à analyser et à présenter des données sur les similitudes et les différences dans les expériences et les situations de divers groupes démographiques.

Recherche et analyse

Des démarches sont entreprises afin de :

  • identifier les bases de données à l'intérieur et à l'extérieur du Ministère qui sont pertinentes ou qui ont une incidence sur son mandat;
  • déterminer les variables les plus pertinentes à extraire et à analyser;
  • faire l’acquisition des bases de données et les reformater au besoin;
  • se rendre au Centre fédéral de données de recherche (CFDR) pour extraire des données issues de l’Enquête sociale générale (ESG).

Visualisation de données

  • Un logiciel de cartographie et de visualisation de données (ArcGIS) est utilisé pour convertir les données en dessins techniques exploratoires, interactifs et itératifs afin de les rendre accessibles à des analystes et à un public non spécialisé sur la plateteforme géospatiale fédérale (PGF).
  • Ces produits de visualisation sont ensuite regroupés et publiés sur une plateforme accessible (SharePoint) qui met de l’avant le narratif émergeant des données analysées.

Sélection des données et création du narratif

  • Des consultations sont menées avec les secteurs et les régions afin d’assurer une collaboration continue.
  • Basé sur un large éventail de sources, les données les plus pertinentes sont identifiées et analysées afin de faire émerger une trame narrative.

Objectifs de particularités du cycle 2019-2020

Maximiser l’exploitation des données* disponibles sur la cohésion sociale et l’inclusion au Canada, notamment en explorant les aspects régionaux et de la diversité des données de l’ESG et du Recensement;

Développer des méthodes créatives et novatrices qui permettent de démontrer la valeur et le potentiel des données existantes;

Maximiser le potentiel des techniques de visualisation de données, notamment en utilisant des logiciels de cartographie qui permettent d’analyser les données sous un nouvel angle;

Rendre les bases de données facilement utilisables et accessibles aux employé.es de PCH, incluant les analystes, les chercheur.es et les responsables de programmes.

* Les données utilisées lors de cet exercice proviennent du Recensement de 2016 (Statistique Canada), de données administratives (Données sur les personnes disparues 2014-2018; Données sur les crimes haineux) et de l’Enquête sociale générale de Statistique Canada (Les Canadiens au travail et à la maison, 2017; Identité sociale, 2013; victimisation, 2014).

Lessons Learned

  • Canadian Heritage has access to a considerable amount of data that could be used more extensively. However, the process of organizing, analyzing and visualizing these data requires important resources in terms of time and expertise.
  • Data analysis is only one step of the process. The ability to tell the stories embedded in the data, and to clearly communicate and visualize these data is also integral to the process. Often, the data analysis and storytelling steps require divergent skill sets, and a diverse team.
  • Even with these data optimization activities, it is clear that there are important data gaps for the needs of the Department and the Government of Canada, especially in terms of territorial and regional data.

Étape 1

Obtenir l’aval pour une présentation au Comité exécutif.

Étape 2

Continuer la mise à jour des plateformes de visualisation avec de nouvelles données et analyses. Des projets sur la mesure des impacts sociaux, la cohésion sociale et les subventions et contributions sont déjà en cours ou prévus.

Étape 3

Poursuivre les discussions avec les analystes du Ministère pour les appuyer dans l’utilisation de cette ressource dans leur travail.

Étape 4

Identifier les lacunes des données disponibles et, dans la mesure du possible, développer des stratégies pour les combler avec l’aide d’autres organisations gouvernementales et le milieu universitaire.
