C'est quoi le bilan sur les langues officielles?

Le bilan sur les langues officielles compte deux composantes:
1. Questionnaire Excel (questions conjointes SCT-PCH, et les parties IV, V, VI de la LLO)

• Collecte d’informations en matière des langues officielles sur la gouvernance, la surveillance, les communications et service au public, la langue de travail et la gestion des ressources humaines.
  
• Format Excel pour faciliter la compilation. Un mélange de questions de style narratif et de menus déroulants.
  

2. Questionnaire partie VII

• Questionnaire de style narratif soulignant les principales réalisations de votre institution en matière de mesures positives.
  

Dois-je compléter un bilan cette année?

Environ 200 institutions sont assujetties à la Loi sur les langues officielles. Afin de réduire le fardeau de rapport, le SCT a adopté un cycle de trois ans, selon lequel la majorité des institutions ont à compléter un bilan au moins une fois au trois ans. Le SCT tient compte de la taille, du mandat et du niveau de risque en matière des langues officielles de l’institution. Les institutions qui doivent compléter un bilan cette année seront invitées à participer à une séance d'information avant le lancement de l'exercice.

Quand pouvons-nous anticiper la lettre d'appel pour l'exercice des bilans sur les langues officielles?

La lettre d’appel pour le processus des bilans sur les langues officielles est généralement expédiée au plus tard à la fin du mois de mars. La lettre d’appel comprend deux éléments distincts :
1. un courriel conjoint expédié aux administrateurs généraux provenant de la part de la Dirigeante Principale des Ressources Humaines du SCT et de la sous-ministre du Tourisme, des langues officielles et de la Francophonie à PCH, leurs informant que l’exercice est en cours;
2. ce premier courriel est immédiatement suivi par un deuxième courriel comprenant les instructions et les gabarits de l’exercice, adressé aux champions, aux personnes responsables des langues officielles, et aux coordonnateurs(trices) 41 partie VII de votre institution, afin d’entamer l’exercice.

Why is the Review important?

Legislative requirement: The Official Languages Act (OLA)

• Under Part VIII of the OLA, the President of the Treasury Board must submit an annual report to Parliament (the Annual Report on Official Languages) on the status of programs relating to the official languages of Canada in the various federal institutions under his/her mandate.
  

Annual Report on Official Languages (AROL)

• The information submitted in the Reviews on Official Languages is used to draft the AROL for both TBS and Canadian Heritage.
  
• Should an institution fail to submit a Review within the established timelines, TBS reserves the right to name that institution in the AROL.
  
• Allows parliamentarians and the Canadian public to examine the state of official languages within the federal public service.
  

Institutional Diagnostic

• Can help identify areas of strength, and opportunity for improvement.
  
• Allows TBS to identify common issues, best practices, and offer horizontal support to institutions.
  

How do you collect workforce data?

• If your institution is part of the Core Public Administration, we extract this data from the Position and Classification Information System (PCIS) as of March 31st.
  
• If your institution is not part of the Core Public Administration, you must complete an Official Languages Information System II (OLIS II) table - Excel format table that auto-populates certain information once your institution name is selected
