En quoi consiste la publication proactive?

Le gouvernement s’est engagé à relever la barre en matière d’ouverture et de transparence et il prend des mesures pour devenir « ouvert par défaut » en transmettant aux Canadiennes et aux Canadiens une quantité toujours croissante de données et renseignements du gouvernement.

Pour ce faire, ce projet de loi ajouterait une nouvelle partie à la Loi sur l’accès à l’information qui exige que les institutions publient de façon proactive des renseignements particuliers d’intérêt pour le public, et qui permet d’être plus transparent et de faire preuve de plus de responsabilisation quant à l’utilisation des fonds publics. Plus particulièrement, les modifications proposées à la Loi sur l’accès à l’information permettraient d’inscrire dans la loi les pratiques de divulgation proactive qui n’étaient visées auparavant que par des politiques fédérales et instaureraient de nouvelles exigences importantes relatives à la divulgation; un plus large éventail d’organisations seraient ainsi assujetties à la Loi sur l’accès à l’information.

- Within 30 days after the end of the month in which any travel expenses incurred by a senior officer or employee of a government institution are reimbursed, the head of the government institution shall cause to be published in electronic form the following information:
-(a) the senior officer’s or employee’s name, as applicable;
-(b) the purpose of the travel;
-(c) the dates of the travel;
-(d) the places visited;
-(e) the total cost for each of the following classes of expenses:
-(i) transportation,
-(ii) lodging,
-(iii) meals and any incidental expenses, and
-(iv) other expenses;
-(f) the total amount of the travel expenses; and
-(g) any other information that, in accordance with Treasury Board policies, must be published.
