About High Level Design

In the High-level Design (HLD) major task, sessions will take place to validate the future state GC business process flows for the end-to-end EPS processes, which will confirm EPS business requirements. First, current-state business processes from both PSPC and other government departments will be compared. The future-state discussions will include recommendations for streamlining and standardizing end-to-end processes.

Below you will find information about each of the HLD sessions, as well as all accompanying information that was provided to attendees.

Week 1: Current State (Upstream)

August 20th: Source to Contract

Session Objective: Understand the Source to Contract process today; people, process, tech, issues.

August 21st (AM): Contract Complexity

Session Objectives: Understand the complexities in contracting: contract clauses, simplification, complexity, and risk assessment processes (risk-based approvals, complex contracting for major procurement).

August 21st (PM): E-Tendering (GETS)

Session Objectives: Understand the E-Tendering process; people, process, tech, issues.

August 22nd (AM): Supplier Enablement

Session Objective: Supplier onboarding, channels, process, policies.

August 23rd: Source to Contract (GC)

Session Objective: Discuss variations in source to contract across government departments.

Week 2: Current State (Downstream)

August 27th: Procure to Pay

Session Objective: Understand the P2O (including catalogues) process today: people, process, tech, issues.

August 28th: Services Procurement

Session Objective: Understand the Services Procurement process today: people, process, tech, issues.

August 29th: Current State - Master Data - Vendor/Item

Session Objective: Understand the vendor and item master management process today: people, process, tech, issues.

August 30th: Procure to Pay (OGDs - Goods and Services)

Session Objective: Discuss variation across departments.


Week 3: Fit-Gap Analysis and Requirements Validation

September 4th: Deep-Dive Discussion

Session Objective: In-depth discussions with solution architecture team, finance, and stakeholders from CRA.

September 5th(AM): Ariba/Fieldglass Demos (Acquisitions Program + OGDs)

Week 4: Future State Design Vision

September 10th (PM): Procurement Modernization

Session Objective: This session is being hosted to solicit input and understand GC’s vision as it relates to procurement modernization. The project team will seek to answer the following questions: what are your expectations of the procurement modernization program, describe your vision for a better procurement environment and what are the guiding principles that you need to enable to achieve your vision. This session is intended to the senior level stakeholders.

September 12th: Upstream

Session Objective: This session is meant to review the differences between GC current state upstream processes and leading practices. This is meant to be a participative workshop with the intention of discussing where deviation exists in level 4 activities and determine how to close the deltas to achieve leading business practices. This session is intended for EPS champions from PSPC and OGD.

September 13th: Downstream

Session Objective: This session is meant to review the differences between GC current state downstream processes and leading practices. This is meant to be a participative workshop with the intention of discussing where deviation exists in level 4 activities and determine how to close the deltas to achieve leading business practices. This session is intended for EPS champions from PSPC and OGD.

Session Objective: This session will determine how we will embed leading practices into current GC practices down to level 4 in regards to upstream processes. It is a follow up of September 12 session where we heard the participants, gathered their comments and now we are getting confirmation.
