The Treasury Board of Canada Secretariat’s Regulatory Affairs Sector is seeking input from stakeholders on the development of the draft Competitiveness Assessment Tool (CAT) that will be piloted by federal regulators starting in fall 2022. As regulators are developing or updating regulations to meet important health, safety, economic and environmental objectives, the tool would be used to help consider and limit unintended impacts on the competitiveness of Canadian businesses.  

This project delivers on the recommendations from the External Advisory Committee on Regulatory Competitiveness to pilot a checklist as a practical way to help regulators consider the impact of regulations on competitiveness.

To help inform the development of the CAT, we are seeking input on:

  • The competitiveness considerations that should be top of mind for regulators when they review regulations or design new ones
  • How you might see your organization or industry supporting regulators in completing a competitiveness assessment

Feedback obtained through this tool will complement views gathered over the last couple of months from industry associations and other organizations through discussions with the Agile Regulations Table and other forums.

Who should participate

We are seeking input from:

  • Business and industry associations
  • Sector-specific industry associations
  • Businesses (including small and medium-sized enterprises)
  • Other organizations interested in competitiveness issues

How your input will be used

Input received will help refine the draft CAT. The tool will be used by several regulators as part of a testing phase starting in the fall and will continue to be refined over the coming months.
