==What are Cabinet documents==
Cabinet, and its various Committees, are the forum through which Ministers make collective decisions about government policy. At these meetings, policy proposals are brought forward by individual ministers, or sometimes by several ministers working together, for their colleagues' consideration. Cabinet documents are the primary instruments through which Ministers bring forward policy proposals for the consideration and approval of their Cabinet colleagues. Cabinet documents are typically a Memorandum to Cabinet (for approval) or a deck (for discussion).

A Memorandum to Cabinet is the official document is put forward to seek policy approval and facilitate decision-making from Cabinet. Writing a Memorandum to Cabinet (MC) is the culmination of a long and often complex process of consultation, analysis and reflection.
