The Guide on Equity, Diversity and Inclusion Terminology is a collaborative effort between more than 20 federal departments and agencies, developed in response to the Privy Council Clerk’s 2021 Call to Action on Anti-Racism, Equity, and Inclusion in the Federal Public Service. It is the result of extensive consultations, its main objectives being to help federal public servants improve their understanding of concepts related to equity, diversity, accessibility and inclusion, and to provide a unified frame of reference for federal departments and agencies.

The Guide is a collaborative effort between more than 20 federal departments and agencies, developed in response to the Privy Council Clerk’s 2021 Call to Action on Anti-Racism, Equity, and Inclusion in the Federal Public Service. Extensive consultations were carried out to ensure the perspectives of equity-denied groups were taken into account. Nevertheless, not everyone will necessarily agree on its content, and it should be used for guidance only. It is always best to address a person or a group of people in the way they prefer. Furthermore, the Guide does not replace everything that can be learned directly from people with lived experience, nor what can be learned through reading or taking training.
Available on the Language Portal of Canada website, managed by Public Services and Procurement Canada’s Translation Bureau, the Guide is meant to be a starting point for users to develop the skills and knowledge necessary to help build a fully inclusive public service and engage with others with empathy, curiosity and reflection. Its main objectives are to help federal public servants better understand concepts related to equity, diversity, accessibility and inclusion, and to provide a unified frame of reference for federal departments and agencies.
The terminology related to equity, diversity, accessibility and inclusion will continue to evolve and never be completely neutral. For this reason, most entries in the Guide contain definitions and usage notes that offer explanations on the particular use of the terms. As language evolves, the Guide will be regularly updated and enhanced with new concepts.

Are you familiar with the Guide on Equity, Diversity and Inclusion Terminology? It is a tool made available by the Government of Canada on the Language Portal of Canada to explain concepts related to equity, diversity, accessibility and inclusion. The Guide is the result of extensive consultations and of a collaborative effort between more than 20 federal departments and agencies.
While acknowledging that not everyone will agree on its content, this reference document takes into account the perspectives of equity-denied groups. Use it as a starting point to learn about equity, diversity, accessibility and inclusion—while continuing to listen to and learn from people with lived experience and keeping in mind that it is always best to address a person or a group of people in the way they prefer.
