Performance Management Program (PMP)
Performance management is a tool for improving the work performance and productivity of individuals, teams and organizations. It can help build and maintain trust between employer and employee, and create conditions to allow all employees to maximize their contributions and provide world-class service to Canadians.
To help standardize the approach when it comes to managing employee performance from one federal government department to another, the Treasury Board of Canada Secretariat has created two performance management applications:
- Public Service Performance Management (PSPM) for employees (open using Chrome or Microsoft Edge)
- Executive Talent Management System (ETMS) for executives (EX and LC) (open using Chrome or Microsoft Edge)

If you are a new employee, consult the PSPM User Guide for Employees for information on how to register to access PSPM. | If you are a new executive, your account will be created by Human Resources in ETMS and you will receive a temporary password by email, which you will need to log in. |
If you have employees reporting to you, access “myEmployees” to add new employees and release former employees. Note: It may take up to 2 months before your information is activated in PSPM and that you are able to register.
The PMP cycle consists of the three steps below. Each step is to be documented using the apps above.
- Establish a performance agreement
- Conduct a mid-year review
- Conduct a year-end assessment
