Sarah Paquet attended the University of Ottawa, earning her Civil Law degree in 1993 and her Common Law degree in 2001. After becoming a member of the Barreau du Québec in 1994, she began her career practicing law with a firm in Gatineau, Québec, where she focused on civil, commercial, and family law.
Ms. Paquet started her career in the federal public service with the Department of Justice (DoJ) in 1997. She held various positions within DoJ before becoming Executive Director and General Counsel for the Canadian Food Inspection Agency and Executive Director and Senior General Counsel for Public Services and Procurement Canada (PSPC).
In August 2011, Ms. Paquet became Assistant Deputy Minister (ADM) of PSPC’s Integrated Services Branch. She played a key role in supporting PSPC's firm commitment to strengthening client services by leading the Service Strategy, which helped ingrain service excellence across the department and guided the way by which services are delivered to clients.
Ms. Paquet was also responsible for the implementation of major IT-enabled business solutions such as GCDOCS, My GCHR, Shared Case Management System and Shared Travel Services, across more than 100 government departments and agencies.
In 2016-17, Ms. Paquet was the ADM responsible for the Procurement Modernization Initiative. In that capacity, she reported to the Treasury Board Secretariat and to PSPC. Ms. Paquet was also responsible for the implementation of major IT-enabled business solutions such as GCDOCS, My GCHR, Shared Case Management System and Shared Travel Services, across more than 100 government departments and agencies.
In 2016-17, Ms. Paquet was the ADM responsible for the Procurement Modernization Initiative. In that capacity, she reported to the Treasury Board Secretariat and to PSPC. She successfully rallied support for the new Government of Canada (GC) vision for Procurement Modernization from industry, lead departments, and other government departments through a variety of collaborative consultations and engagement events.
Sarah Paquet is currently the Executive Vice-President (EVP) at Shared Services Canada (SSC). As EVP, she oversees the delivery of digital services across more than 100 government departments and agencies – including email, data centre and network services, cyber and IT security.
