The Award is in memoriam of Judy Booth - to recognize her embodiment of excellence in government services. Her innovative ideas, unwavering commitment, and pioneering work in privacy set her apart[https://www.cbc.ca/news/canada/ottawa/judy-booth-memorial-service-funeral-celebration-life-almonte-1.4985461]. While Booth retired from the National Capital Commission, she was still assisting in the Access to Information and Privacy Office.
