What is Proactive Publication?

The government is committed to raising the bar for openness and transparency and is taking steps to become “open by default,” by sharing an ever increasing amount of government data and information with Canadians.

To support that commitment, a new part of the Access to Information Act requires institutions to proactively publish specific information known to be of interest to the public, to provide greater transparency and accountability for the use of public funds. These changes put into law proactive disclosure practices previously only covered by federal policy, and introduce important new publication requirements that apply the Access to Information Act to a wider range of organizations.

What are the requirements for Crown corporations?

Legislative Requirement	Proposed Deadline in Bill C-58
Travel expenses of senior officers or employees	within 30 days after the end of the month of reimbursement
Hospitality expenses of senior officers or employees	within 30 days after the end of the month of reimbursement
Reports tabled in Parliament	within 30 days after tabling

In addition, Crown corporations and wholly-owned subsidiaries listed in Schedule IV of the Financial Administration Act, including the Canadian Dairy Commission, must publish position reclassifications within 30 days after the end of the quarter.

ATIP Implementation Notice 2020-01: Guidance on delays resulting from measures to mitigate the impact of COVID-19

TBS will also post the notices reproduced below on the ATIP Online Request Service website and on the proactive publication section of the Open Government Portal. Institutions may wish to post similar notices on their websites, for the benefit of requesters and those interested in your institutions’ proactively published information. For ATIP Coordinators with Crown Corporations within their portfolio, we ask that you share this Implementation Notice with the Crown corporations.
